Warrior Squad Foundation (WSF), a non-profit Non-Governmental Organization registered in Uganda, is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. The successful candidate will be responsible for putting WSF's MEAL systems into practice across all programs and projects. The MEAL Officer will work in Kotido, Uganda, and will be required to travel frequently to field locations, up to 50% of the time. WSF's goal is to contribute to the social, economic, and political transformation of pastoral communities.
The MEAL Officer will support the development and review of project logframes, MEAL plans, and Indicator Performance Tracking Tables (IPTTs) for WSF projects. They will also develop, pre-test, and update data collection tools, coordinate routine data collection, and train and supervise enumerators and community-based facilitators. The Officer will maintain and update project databases and indicator tracking tools, ensuring data quality, accuracy, and security. They will conduct regular field monitoring visits and Data Quality Assessments (DQAs) to verify beneficiary registers and attendance lists.
The MEAL Officer will be responsible for setting up and managing community feedback and complaints response mechanisms, such as suggestion boxes, help desks, and hotlines. They will record, refer, and follow up on all feedback and complaints, ensuring sensitive complaints are referred confidentially in line with WSF policy. The Officer will also conduct post-distribution monitoring and beneficiary satisfaction surveys where applicable. They will compile monthly indicator reports and provide MEAL data for quarterly, annual, and donor reports.
The successful candidate should have a Bachelor's degree in Statistics, Population Studies, Economics, Social Sciences, or a related field. A postgraduate diploma or certificate in Monitoring and Evaluation is an added advantage. The MEAL Officer should have at least three years of experience in monitoring and evaluation of NGO or development programs, preferably in Karamoja or similar pastoral settings. Practical experience with mobile data collection platforms and data analysis software is required.
The MEAL Officer will participate in district and sub-county coordination and review meetings, sharing data with Local Government and partners as required. They will provide MEAL input to proposals and concept notes and perform other duties as assigned by the supervisor. The Officer will train and mentor program staff, partners, and volunteers on MEAL tools, data quality, and accountability standards. They will maintain an organized filing system for MEAL records and means of verification for all project indicators.
