Togo and Russia have taken a significant step in strengthening their bilateral cooperation with the signing of several agreements. On October 1, the Togolese Minister of Economy and Strategic Monitoring, Badanam Patoki, and Russian Energy Minister, Tsivilev E. Sergey, signed the minutes of their meeting. Additionally, a cultural cooperation memorandum was signed by Natalia Soleveva, Director of the Center for Archaeology and Material Culture at the Russian Academy of Sciences, and Togolese Culture Minister, Isaac Tchiakpé.

The agreements were signed at the end of the first session of the joint intergovernmental commission tasked with monitoring the cooperation agreement between Togo and Russia. The commission, which met for three days, identified several draft agreements to be finalized in various sectors, including investments, customs, trade, education, agriculture, energy, science, innovation, culture, employment, information and communication technologies, and transportation.

The signed minutes provide for the sharing of experience, capacity building, and technology transfer between Togolese and Russian stakeholders. As part of this partnership, Togolese students will receive training in several sectors in the coming days. Russia will also support Togo in the development of various technological infrastructures. According to the terms of the minutes, commercial exchanges between the two countries are expected to increase.

A significant outcome of the first session is the memorandum on cooperation between the Institute of History of Material Culture at the Russian Academy of Sciences and the National Commission for Cultural Heritage of the Togolese Republic. This memorandum will promote interculturality and better integration between citizens of both countries through language learning.

Both parties have agreed that the second session of the Russo-Togolese Intergovernmental Commission will take place in Moscow, Russia, in 2028. The dates will be determined later through diplomatic channels. Togo and Russia have maintained excellent relations of friendship and cooperation since 1960.

The cooperation agreements are a follow-up to the meeting between Togolese President Faure Essozimna Gnassingbe and Russian President Vladimir Putin at the Kremlin on November 19, 2025. During this meeting, both leaders confirmed their strong desire to strengthen relations between their countries, leading to the establishment of the joint intergovernmental commission.

The new agreements are expected to boost cooperation in various sectors and promote economic and cultural exchanges between Togo and Russia. The two countries are committed to working together to implement the agreed-upon projects and to further strengthen their bilateral relations.
