President Bola Tinubu of Nigeria has submitted a request to the Senate for approval of external loans totaling $20.52 billion and €1.045 billion. The funds are intended to support projects under the Federal Government's 2026-2027 supplementary external borrowing plan. According to Tinubu, the proposed borrowing aims to address Nigeria's infrastructure deficit and fill funding gaps in key socio-economic sectors.

The planned borrowing will support investments in critical sectors such as power, transportation, healthcare, education, agriculture, water supply, security, job creation, and financial management reforms. Tinubu urged the National Assembly to promptly consider and approve the borrowing plan to ensure the timely implementation of the proposed projects. He emphasized that the projects have undergone technical and economic evaluations to maximize their impact on poverty reduction, skills acquisition, entrepreneurship, and national food security.

Tinubu noted that external borrowing has become necessary due to the significant financial resources required to address the country's infrastructure needs. The President's request was presented to the Senate by Senate President Godswill Akpabio during plenary on Tuesday. Akpabio read the President's letter, which detailed the objectives and scope of the proposed borrowing plan.

Following the presentation of the letter, Akpabio referred the request to the Senate Committee on Local and Foreign Debts, chaired by Senator Haruna Manu. The committee will work with the Senate Committees on Appropriations and Finance to examine the proposal and clarify its scope. Akpabio noted that aspects of the borrowing framework had featured in earlier government borrowing plans.

The external borrowing plan had previously been considered as part of the government's broader budget and borrowing framework for 2025 to 2027. The Senate Committee on Local and Foreign Debts will review the request before the Senate takes further action. This process is expected to ensure that the proposed borrowing aligns with the country's financial and development goals.

The proposed loans will support critical infrastructure development and socio-economic projects across Nigeria. If approved, the funds will be used to address pressing challenges in various sectors, including power, transportation, and healthcare. The Senate's approval will be crucial in enabling the government to access the required funds and implement the proposed projects.

The request for external loans reflects the Nigerian government's efforts to address the country's infrastructure deficit and promote socio-economic development. The Senate's consideration of the proposal will be an important step in determining the feasibility of the borrowing plan and its potential impact on the country's economy and citizens.
