Tanzanian Prime Minister Dr Mwigulu Nchemba has emphasized the importance of formalizing partnership agreements in the mining sector. Speaking at the closure of the Ninth Mining Technology Exhibition in Geita, he urged miners and investors to put their agreements in writing to avoid disputes over mineral-rich areas. This, he said, would ensure that all parties understand their rights and obligations. The Prime Minister's call aims to promote clarity and transparency in mining partnerships.
Dr Nchemba noted that reliance on trust alone had contributed to disputes in mining partnerships. He stressed that written agreements were crucial, especially when large amounts of money were involved or when ownership and benefit-sharing arrangements were not clearly defined. The Prime Minister cited an example where an investor is entitled to 70 per cent, the owner of the mining area 20 per cent, and another party 10 per cent, emphasizing the need for clear contracts.
The Prime Minister also mentioned that disputes could arise when one party brought in another investor after an earlier arrangement had been based only on trust. To guide partnerships in the mining sector, the government had already developed agreements and conditions. He urged stakeholders to use these guidelines to ensure smooth operations and minimize conflicts.
Dr Nchemba called for continued reforms to increase productivity and ensure Tanzanians benefit from the country's mineral resources. The government had introduced a requirement directing 10 per cent of mineral production towards research to support continued exploration for areas with production potential. This move aims to boost the sector's growth and benefits to the local population.
The Prime Minister also urged the Ministry of Minerals to accelerate value addition, expand opportunities for young people, and improve access to information, technology, and financial services. He emphasized the importance of prioritizing occupational safety, health checks, insurance, and social security services in the mining sector. These measures aim to promote a safe and healthy working environment.
In a separate event, Dr Nchemba addressed residents of Nyamuswa in Mara Region, urging Tanzanians to resolve disputes through established legal procedures rather than taking the law into their own hands. He emphasized the importance of respecting the rule of law to maintain peace and unity in the country. The Prime Minister warned that violence and personal retaliation could have lasting negative impacts on communities.
On health, Dr Nchemba encouraged Tanzanians to participate in Universal Health Insurance schemes. He stated that government assistance to individuals facing medical challenges was not a sustainable solution. The government's efforts to support specific groups are part of a broader programme aimed at ensuring all Tanzanians have access to health insurance, promoting a healthier population.
