The Tanzanian government has called on ministries, public institutions, and agencies responsible for collecting non-tax revenue to enhance their efforts in increasing domestic revenue. Deputy Permanent Secretary in the Ministry of Finance, Nsubili Joshua, made the appeal on behalf of Permanent Secretary Dr. Natu El-Maamry Mwamba, during a meeting of accounting officers in Dodoma. Joshua emphasized the need for each vote to assess its performance, identify challenges, and develop strategies to achieve targets.

According to data for the 2025/26 financial year, only five out of 26 votes responsible for collecting non-tax revenue performed well. Joshua noted that numerous revenue-generating opportunities remained underutilized. He stressed the importance of strengthening domestic revenue as government expenditure needs continued to grow, particularly in financing infrastructure and social services. The government budget has increased by 50.3 percent over the past five years, from 41.5 trillion Tanzanian shillings in the 2022/23 financial year to 62.3 trillion shillings in 2026/27.

Despite the challenges, non-tax revenue collections have recorded growth. Between July and September of the 2026/27 financial year, the government collected over 1 trillion Tanzanian shillings, equivalent to 114.1 percent of the target. This represents a 32.7 percent increase compared with the corresponding period in 2025. Joshua urged institutions collecting less than 50 percent of their targets to identify specific challenges and develop measures to address them.

Institutions that are struggling to meet their targets are required to develop effective strategies to improve collection performance. Joshua explained that the Ministry of Finance would continue providing support to address systemic and operational challenges. The ministry aims to ensure each vote meets its revenue collection targets for the 2026/27 financial year.

The Deputy Permanent Secretary also urged the relevant institutions to implement resolutions from a technical experts' workshop held on October 21-22, 2026. The workshop aimed to address challenges and improve non-tax revenue collection. By implementing these resolutions, institutions can improve their revenue collection performance and contribute to the country's development projects.

Strengthening domestic revenue is crucial for financing public services and development projects. The government is working to enhance its capacity to finance infrastructure and social services. With an increasing government budget, there is a need for effective revenue collection strategies.
