Suspended Lieutenant-General Shadrack Sibiya has appeared in the Randburg Magistrates' Court in connection with a case involving allegations of rape, sexual grooming, human trafficking, and negligent possession of a firearm. As part of his bail application, Sibiya disclosed his financial details, revealing a gross monthly salary of R158,652 and a net monthly salary of R83,382. He also owns two properties worth R3.35 million and five vehicles collectively valued at more than R1.2 million.
Sibiya, born on December 16, 1967, in Lefagathe village, Phokeng, Rustenburg, North West, has resided in South Africa his entire life. He has been a resident of Centurion for about 10 years and has a valid South African passport. Sibiya is married with six children, four of whom are adults, and two minor children aged nine. He disclosed that his immediate family members live in South Africa and that he is also commercially active in the country.
As the primary breadwinner in his household, Sibiya stated that he is responsible for the financial wellbeing of his family, staff, and other people who depend on him. His wife is employed, but he takes care of their financial needs. Sibiya also supports his 75-year-old mother, 69-year-old aunt, and a 54-year-old gardener employed by him. He has been employed as a lieutenant-general in the South African Police Service (SAPS) and earns a fluctuating income from a family business.
Sibiya owns two properties, one purchased in 2017 for R1.55 million and the other in 2021 for R1.8 million. He also disclosed ownership of a sectional-title property in the scheme known as SS Kerkira, which has since been sold but transfer has not yet been effected. Sibiya's assets also include five vehicles: a 2007 Range Rover, a 2009 Toyota Land Cruiser Prado, a 2022 GWM bakkie, an Isuzu bakkie, and a 2017 Mercedes-Benz CLA 220 owned by his wife.
Sibiya's legal team, led by Advocate Estelle Kilian SC, informed the court that he has been diagnosed with high blood pressure, diabetes, and high cholesterol. He also suffers from claustrophobia and takes prescribed medication on an ongoing basis. The prosecution countered by highlighting intelligence of a potential escape plan and emphasized that his solitary holding at the Kgosi Mampuru C-Max prison is necessary for high-profile security and safety reasons.
Sibiya's criminal case is ongoing, and he also faces three disciplinary proceedings within SAPS. His attorney stated that the defence would file an urgent application to postpone the SAPS disciplinary hearing because his legal team was not yet ready to proceed. Sibiya remains in custody at the C-Max section of the Kgosi Mampuru II Correctional Centre in Pretoria.
