The Coalition article 64 (C64), a key opposition group in the Democratic Republic of the Congo, has announced its intention to meet with President Felix Tshisekedi and former President Joseph Kabila. This move aims to foster a negotiated solution to the country's ongoing crisis. The C64, comprising prominent figures such as Martin Fayulu, Moïse Katumbi, Jean-Marc Kabund, Augustin Matata, and Delly Sesanga, seeks to preserve the fundamental interests of the nation.

The initiative comes amid heightened tensions between Tshisekedi and Kabila. On October 24, Tshisekedi publicly criticized Kabila, labeling him a "grand peureux" (great coward). Tshisekedi expressed disappointment that Kabila resorted to armed conflict during his tenure. Kabila, who led the country for 18 years, has recently taken the helm of the Front pour la refondation nationale (FRN), a move seen as a challenge to Tshisekedi's presidency.

The C64's efforts focus on upholding the Constitution of 2006, specifically Article 220, which safeguards the number and duration of presidential terms. The coalition rejects any constitutional changes that could enable a third term for the president or postpone the 2028 elections. They also condemn the use of force to seize power, emphasizing that the same constitutional requirements apply to both authorities and armed movements.

The opposition coalition advocates for a comprehensive approach to address the country's security concerns. They call for coordination among ongoing processes, including the Doha negotiations, and demand verifiable results on ceasefire, civilian protection, and humanitarian access. The C64 also supports the resumption of African facilitation led by Angola and Togo, in conjunction with the mediation efforts of the CENCO and ECC.

In addition to negotiations, the C64 demands an easing of the political climate, an end to arbitrary arrests and intimidations, and the return of exiled individuals. They also request investigations into violent incidents during recent protests and the assassination of Manassé Lomboto. By seeking dialogue with Tshisekedi and Kabila, the C64 aims to utilize political rapprochement as a crucial factor in resolving the crisis.

The C64's initiative has garnered attention from various stakeholders, including the leader of the Conseil national de sécurité et d'appui (CNSA), Joseph Olenghankoy. The opposition coalition's efforts may help alleviate tensions and create an environment conducive to negotiations. However, it remains uncertain whether Tshisekedi and Kabila will accept this approach.

The situation in DR Congo remains volatile, with concerns about the country's stability and security. The C64's push for dialogue and adherence to the constitution may help mitigate the crisis. Key issues, such as the protection of civilians and the promotion of national unity, require urgent attention from all parties involved.
