The Nigerian National Petroleum Company Ltd. (NNPC Ltd.) has provided an update on its plans to rehabilitate the country's refineries through partnerships with Chinese investors. According to Mr. Bayo Ojulari, Group Chief Executive Officer of NNPC Ltd., the company is pursuing technical equity partnerships with experienced refinery operators to ensure sustainable performance of its refineries. This move aims to bring the refineries back to life and make NNPC Ltd. a globally competitive energy company.

Ojulari disclosed that Chinese investors have shown strong interest in two of Nigeria's refineries, although no final agreement has been signed. An existing Memorandum of Understanding (MoU) provides for the Chinese team to conduct technical studies before submitting a proposal to NNPC. The studies, which are near completion, will provide the basis for determining the next steps towards possible partnerships on the rehabilitation of the refineries.

The NNPC boss stated that the level of commitment by the Chinese investors is demonstrated by the deployment of 33 top engineers who have spent about three months assessing the facilities. Once the Chinese finish their report, they will come back to NNPC with a proposal, following which negotiations will commence. These negotiations will cover both commercial and technical aspects of the partnership.

Ojulari emphasized that NNPC Ltd. is working towards becoming a globally competitive energy company, similar to Saudi Aramco. To achieve this ambition, the company needs to set high standards for transparency, accountability, and sustainable performance. Strengthening governance, transparency, and performance standards are crucial steps in this direction.

While work has not commenced on the Kaduna Refinery, NNPC Ltd. remains committed to advancing the process. The company is seeking partnerships with proven records in operating refineries and petrochemical plants, who will also take equity stakes in the facilities. This model will align the interests of NNPC and its technical partners towards achieving sustainable results from the refineries.
