The Council of Ministers of Mozambique, in its 32nd Ordinary Session, approved alterations to the remuneration regime for members and holders of public institutions and organs of sovereignty. This move aims to update the remuneration framework following the creation of new institutions and changes in their organizational structures. The decision affects the annex II of Decree No. 34/2023 and Decree No. 35/2023, both dated June 20, 2023.

These decrees establish the remuneration regime for members of sovereignty organs and holders of political positions not covered by Law No. 5/2022, of February 14, 2022. According to Impissa, the changes seek to ensure coherence and actuality in the remuneration regime, preventing gaps, overlaps, and asymmetries in the treatment of members and holders of public institutions. This update reflects the government's effort to maintain an equitable and contemporary remuneration system.

In the same session, the Council of Ministers approved a resolution regarding the national statistical system on money laundering, terrorism financing, and related matters, known as AML Connect. This platform is designed to collect, harmonize, integrate, process, analyze, and provide data on these issues. The system aims to ensure common standards of quality, consistency, comparability, timeliness, and information security, while respecting the legally attributed competencies of participating institutions.

The Council of Ministers also approved a resolution ratifying an agreement between the Governments of Mozambique and the Federal Republic of Germany for the establishment of a legal office of the German Development Bank (KFW), known as the KFW Office. This move is expected to strengthen cooperation and facilitate development projects between the two countries.

In addition to these decisions, the Council of Ministers made several appointments. Celso Lourenço da Cunha was designated as the President of the Board of Directors (PCA) of the Zambeze Valley Development Agency (ADVZ). Paulo Jafar Normamade was appointed as the PCA of the Mozambican Dredging Company (EMODRAGA, EP). These appointments reflect the government's efforts to fill key positions and ensure the smooth operation of various institutions.

The approved changes to the remuneration regime and the establishment of new systems and appointments demonstrate the government's ongoing efforts to enhance governance, ensure coherence in public administration, and foster development in Mozambique. These measures are expected to have a positive impact on the country's institutional framework and its socio-economic development.

The implementation of these decisions will likely be closely monitored by various stakeholders, including civil society organizations, the private sector, and the general public. The effectiveness of these measures in achieving their intended objectives will depend on their execution and the collaboration of all parties involved.
