Malawi and Mozambique have signed a memorandum of understanding (MoU) on sanitary and phytosanitary measures to strengthen free trade and cross-border agricultural commerce. The agreement aims to reduce trade barriers and improve the movement of agricultural products between the two countries. The MoU provides a framework for cooperation in harmonizing certification procedures, conducting joint pest risk assessments, sharing technical information, and strengthening the capacity of officers responsible for enforcing agricultural health and safety standards.

The signing ceremony took place in Tete, Mozambique, and was attended by senior government officials from both countries. Malawi's Secretary for Agriculture, Irrigation and Water Development, Erica Maganga, and Mozambique's Permanent Secretary in the Ministry of Agriculture, Environment and Fisheries, Acubar Paulo Batista, were among the officials present. Maganga emphasized that the agreement would help address challenges affecting agricultural trade between the two countries.

The agreement is expected to create a more predictable and efficient environment for cross-border trade between Malawi and Mozambique. Maganga called for coordination with the Southern Africa Trade and Connectivity Project (SATCP) to ensure that the interventions complement broader efforts to improve regional connectivity and facilitate the movement of goods. She stressed that the success of the agreement should be measured by tangible improvements in the trading environment for farmers, transporters, traders, and businesses.

Batista described the agreement as an important step towards deepening bilateral relations, economic cooperation, and regional integration. He emphasized that the agreement goes beyond a formal institutional commitment, demonstrating the two countries' determination to build mutual trust, improve coordination between competent authorities, and create conditions for safer, more efficient, and predictable cross-border trade.

The agreement is particularly important amid regional efforts to facilitate trade and improve connectivity between Mozambique and Malawi. Batista highlighted the need to ensure that the protection of human, animal, and plant health is secured while facilitating trade, promoting regional integration that is safe, competitive, and inclusive.

The MoU is expected to have a positive impact on the trading environment for farmers, transporters, traders, and businesses in both countries. By reducing trade barriers and improving the movement of agricultural products, the agreement is likely to increase trade volumes and economic cooperation between Malawi and Mozambique.

The implementation of the agreement will require coordination and cooperation between the two countries. Both Maganga and Batista emphasized the need for effective implementation and monitoring of the agreement to ensure that its objectives are achieved. The agreement is a significant step towards strengthening economic ties between Malawi and Mozambique and promoting regional integration.
