In a significant development for Mauritania's fisheries sector, a new research vessel named "Masaki Nakamura" was launched into the water in Niigata Prefecture, Japan, on October 29, 2026. The vessel is part of a Japanese-Mauritanian cooperation project worth 2,927 million Japanese yen, approximately $18.5 million, funded by the Japan International Cooperation Agency (JICA). The project aims to support the Mauritanian Institute of Oceanic Research and Fisheries, under the Ministry of Fisheries and Maritime Infrastructure and Ports.

The launch ceremony was attended by Mauritania's Ambassador to Japan, Mohamed Razgui Ahmedou, Japanese expert Masaki Nakamura, and a special advisor to the head of JICA. The vessel is named after Masaki Nakamura in recognition of his contributions to the development of Mauritania's fishing sector between 1978 and 1985. During his tenure, Nakamura introduced and popularized Japanese octopus fishing technology, which has become a cornerstone of Mauritania's fishing industry.

The new vessel will replace existing aging ships and features a total capacity of approximately 311 tons, measuring 43.5 meters in length. It is equipped with a 1,400-horsepower engine, advanced sonar and oceanographic equipment, sample processing and analysis tools, and modern navigation and communication systems. This state-of-the-art vessel is expected to significantly enhance Mauritania's research capabilities and contribute to the sustainable management of its fisheries resources.

The fishing industry plays a vital role in Mauritania's economy, with the country's octopus exports being a significant contributor to its revenue. The sector provides around 40,000 jobs and generates substantial income, with Mauritania supplying approximately 12,000 tons of octopus annually, accounting for about 40% of Japan's total imports of this product.

The Japanese-Mauritanian cooperation project reflects the strong bilateral ties between the two countries, particularly in the areas of fisheries and ocean conservation. The project is expected to have a lasting impact on Mauritania's economic development and its ability to manage its marine resources sustainably. The launch of the "Masaki Nakamura" vessel marks a significant milestone in this partnership.

The Mauritanian government has expressed its gratitude to the Japanese government and JICA for their support in this project. The new vessel is expected to play a crucial role in promoting sustainable fishing practices, improving research capabilities, and enhancing the overall management of Mauritania's fisheries sector.

Key aspects of the project include the transfer of technology and expertise from Japan to Mauritania, as well as the promotion of sustainable fishing practices. The project's success is expected to have a positive impact on the livelihoods of thousands of people dependent on the fishing industry in Mauritania.
