Guinea's Minister of Modernization of Administration and Public Service, Faya François Bourouno, announced on October 28 that the government will launch a project to evaluate the performance of state agents starting January 2027. This initiative aims to clarify responsibilities, rationalize staffing, and improve public administration efficiency. The project is part of the Simandou 2040 vision, led by President Mamadi Doumbouya.
The performance evaluation project is based on a new Referential of Jobs and Competencies (RCM), which was revised for the first time since 1965. The RCM integrates 18 functional domains, 367 competencies, and 8,960 associations between jobs and competencies. This framework will enable the government to determine the precise missions of administrative structures, required positions, and expected competencies from agents.
According to the Ministry, 646 central administration structures have validated their texts and organic frameworks, out of 905 recorded structures. The works have also allowed for the inventory of 22,500 jobs and 29,548 positions. These tools will enable the government to better organize public services and define the responsibilities of each agent.
The digitalization of the system will facilitate the monitoring of occupied and vacant positions through a link with the biometric database of state agents. The government has called on departments to accelerate the transmission of dossiers for the remaining 220 structures that have not yet validated their texts and organic frameworks.
Minister Faya François Bourouno emphasized that the new performance evaluation system will be based on performance contracts at all hierarchical levels, from secretaries general to division heads. This approach aims to individualize responsibilities and move beyond administrative management of personnel.
The performance evaluation project is expected to contribute to identifying training needs and building adapted professional paths in collaboration with administrative training institutions and specialized schools. This reform is considered essential for the transformation of the state and the development of the country.
The government has invited public agents to take ownership of these new tools and hierarchical managers to better supervise their teams. The success of this project will depend on the ability of the administration to mobilize, organize, and value its human capital, according to Minister Faya François Bourouno.
