The Moroccan capital, Rabat, hosted a two-day international conference on November 4-5, 2026, bringing together leaders from 14 African and European public service schools. Co-organized by Morocco's École Nationale d'Administration (ENA) and France's Institut National du Service Public (INSP), the event focused on rethinking public administration training for innovative governance. A Guinean delegation, led by Mamadou Barry, Director-General of Guinea's ENA, participated in the conference.

During the conference, Mamadou Barry presented the strategic orientations of Guinea's Simandou 2040 national development program. He emphasized that the program's success relies on the qualification and agility of state cadres. According to Barry, modernizing the public administration is not just an administrative requirement but a crucial lever for accelerating Simandou 2040's implementation. This vision aims to drive economic and infrastructure transformation in Guinea.

The Guinean delegation's participation, alongside representatives from Belgium, Benin, Burundi, Cameroon, Côte d'Ivoire, Gabon, Mauritania, the Democratic Republic of Congo, Senegal, and Chad, facilitated a direct exchange of experiences on the new competencies required for future senior public officials. The conference provided a platform for sharing best practices and expertise in public administration.

The event also marked the official closure of the 30-month Project d'Appui au Développement de l'e-Formation des Fonctionnaires (PADeFF), which was financially supported by France. The project established hybrid and distance training foundations in several partner countries, including Morocco, Burundi, Côte d'Ivoire, and Chad, and inspired the francophone community.

The conference led to the launch of a renewed dynamic between public service schools, offering concrete prospects for Guinea's ENA to integrate digital technologies into its training programs and establish sustainable bilateral academic partnerships. By affirming its strategic priorities, Guinea demonstrated its commitment to building a modern, efficient, and well-equipped administration to transform its national resources into shared prosperity.

The Simandou 2040 vision is a sovereign initiative aimed at driving Guinea's economic and infrastructure development. The program's success depends on the capabilities of the country's public administration. By investing in the modernization of its public administration, Guinea aims to accelerate the program's implementation and achieve its development goals.

The international conference in Rabat provided a valuable opportunity for Guinea to share its vision and expertise with other countries and to learn from their experiences. The event highlighted the importance of collaboration and knowledge sharing in driving innovation and progress in public administration.
