The Fédération Tchadienne de Football Association (FTFA) has announced that Foullah Edifice FC and its representative, Ibrahim Wanglaouna Foullah, have been given 30 days to regularize their situation with FIFA. This decision was made by the FIFA Disciplinary Commission on September 29, 2026, after the two parties failed to fully execute a sentence by the Tribunal Arbitral du Sport (TAS) on October 30, 2025.
According to the FTFA, Foullah Edifice FC and Ibrahim Wanglaouna Foullah are jointly required to pay a total of 15,318 Swiss francs, which includes 2,500 Swiss francs for legal fees and 12,818 Swiss francs for arbitration costs. In addition, they must pay a $2,000 fine to FIFA. If they fail to make this payment within the given timeframe, disciplinary measures may be taken against them.
Adjib Koulamallah, a sports jurist, has clarified that the FIFA Disciplinary Commission's decision does not constitute a new judgment on the merits of the case. He explained that the dispute was already settled by the TAS on October 30, 2025, and FIFA is only intervening to verify that the costs imposed on the club and Ibrahim Wanglaouna Foullah have not been fully paid.
Koulamallah emphasized that the decision is an "execution decision" aimed at ensuring compliance with a sentence already rendered, rather than re-determining which party was right in the initial dispute. He also stressed that the measures announced by FIFA are conditional and do not currently affect Foullah Edifice FC or Ibrahim Wanglaouna Foullah.
According to Koulamallah, neither the club nor Ibrahim Wanglaouna Foullah is currently subject to any ban or suspension. Any restrictions can only be imposed if they fail to make the payment within the 30-day deadline. If they regularize their situation, the announced conditional measures will not be applied.
Koulamallah warned against confusing this case with other procedures involving Senator Foullah or Foullah Edifice FC. He stated that the FIFA Disciplinary Commission's decision is unrelated to the disciplinary procedure initiated by the FTFA against Senator Foullah and other cases.
The FTFA and FIFA will be monitoring the situation closely, as failure to comply with the payment may result in severe consequences for Foullah Edifice FC, including the possible ban on registering new players at both national and international levels, and for Ibrahim Wanglaouna Foullah, a potential six-month ban from any football-related activities.
