The minister had previously pledged to end the crisis by June 30, 2026, but with the deadline passed and citizens still complaining about the halt in their affairs, the committee is pressing for a detailed update.

The requests for clarification also seek a final stance on the technical publication No. 8 of 2026 and the necessary procedures to cancel the restrictions resulting from it. Additionally, the committee wants to know the status of claims and disputes related to the file and the mechanism for settling between state institutions while respecting enforceable judicial decisions and the stable legal centers of citizens. The committee emphasizes that any solution must be translated into written, binding instructions for all concerned parties.

These instructions should ensure the resumption of registration, authentication, and real estate transactions, as well as the completion of stalled requests for reconciliation, licensing, and permits. The committee also seeks guarantees that citizens will not be burdened with new financial obligations resulting from the settlement between government agencies. Furthermore, the committee wants clear procedures for dealing with owners of property deeds and previous transactions.

The Justice Party's parliamentary committee has taken this step because the continuation of this crisis is no longer acceptable. The committee is demanding a comprehensive proposal that settles the origin of the dispute, addresses all its consequences, and closes the file. This proposal should enable citizens to complete their transactions, dispose of their property, and feel secure about the stability of their legal status.

The committee insists that the minister presents the proposal in its entirety to the Constitutional and Legislative Affairs Committee, in the presence of the Minister of Endowments and representatives of the concerned agencies.
