Egypt's Minister of Housing, Utilities, and Urban Communities, Engineer Randa El-Manshawi, reviewed the performance report of the Rapid Response System for August 2026. The system, which operates in coordination with various entities under the ministry, aims to monitor and address complaints and emergencies shared on social media and digital platforms. This includes collaboration with the New Urban Communities Authority, the Social Housing and Real Estate Finance Fund, and other affiliated agencies.
The report highlighted the system's efforts in addressing various complaints related to housing projects, drinking water and sanitation services, construction violations, and urban cleanliness. In August, the system handled several complaints regarding water outages and poor water pressure in different governorates and new cities. For instance, a complaint in the Kafr Hafez area of Abu Hammad, Sharqia Governorate, led to the deployment of a technical team to inspect the networks and monitor water pressure.
The Rapid Response System also addressed issues related to sewage, including blockages and overflows. In one case, a complaint in Kafr El-Sheikh Governorate was resolved through the deployment of maintenance teams and equipment to clear blockages and pump out water. Additionally, the system monitored areas with high sewage levels, ensuring continuous cleaning and immediate response to complaints.
The system also focused on services within new cities, addressing complaints related to roads, utilities, and urban appearance. For example, a complaint in the New Cairo City regarding equipment used for land reclamation led to the replacement of the equipment with more suitable ones. Furthermore, the system tackled issues related to urban cleanliness, construction waste, and building violations.
In the housing sector, the Rapid Response System followed up on citizen complaints and inquiries related to various housing projects. These were referred to the relevant authorities, and procedures and regulations were clarified. The system also looked into observations regarding the quality of housing unit construction and finishing, coordinating with concerned parties to inspect and address these issues.
The report emphasized the diversity of response models in August, reflecting the system's broad scope and ability to directly link social media monitoring with executive authorities. This ensured swift complaint examination, addressing, and follow-up until necessary actions were taken. The Ministry of Housing's efforts aim to enhance communication with citizens and improve the efficiency and quality of services provided.
Engineer Randa El-Manshawi stressed that enhancing communication with citizens is a priority for the Ministry of Housing, and the Rapid Response System is a key component of this effort. The system enables real-time monitoring of digital platforms, swift complaint handling, and follow-up until resolution, ultimately contributing to improved services, enhanced performance efficiency, and increased citizen trust in the government's responsiveness to their issues.
