Egyptian Minister of Local Development and Environment, Dr. Manal Awad, recently discussed the country's new digital environmental impact assessment system, IDEIA. The system is designed to streamline the approval process, allowing investors to track their applications in real-time and identify any delays. This move is expected to significantly improve the business environment in Egypt. The minister emphasized that the system will help reduce the time required for environmental approvals.
The IDEIA system is part of a broader digital transformation initiative by the Ministry of Local Development and Environment. The minister clarified that this transformation does not compromise technical requirements, as scientific reviews will continue to be conducted by specialized committees. The new system aims to accelerate procedures, reducing the maximum legal timeframe from one month to just one week for some projects. This can be achieved through internal reviews within 48 hours and scientific reviews within five days.
One of the key features of the IDEIA system is its flexibility. It allows investors to submit simple projects themselves, without the need for a consulting firm. The system also includes a list of accredited consulting firms and provides technical support through phone, email, and SMS. This support is crucial in ensuring a smooth transition to the new digital system. The minister highlighted the importance of this flexibility in enhancing the overall efficiency of the environmental impact assessment process.
To ensure the effectiveness of the IDEIA system, the Ministry of Local Development and Environment will monitor its performance regularly. The minister directed that monthly reports be submitted on key performance indicators, including the speed of issuing approvals, response rates from relevant authorities, and feedback from stakeholders. Additionally, the ministry will intensify training programs for staff in governorates and relevant authorities to ensure a high level of competence in using the new system.
The issue of waste management was also addressed during the discussion. The minister emphasized the need for stricter enforcement and accountability for companies that fail to meet their waste management obligations. The ministry plans to impose fines on non-compliant companies and regulate waste collection schedules to avoid peak hours, particularly around schools. The minister also highlighted the success of efforts to improve waste management efficiency, which has increased from 20% in 2014 to 80% by 2026.
The comprehensive digital transformation project by the Ministry of Local Development and Environment includes 27 applications over three years. The IDEIA system and the unified environmental data registry were launched in May 2026, with 156 companies registered under the GSI program. This program has attracted investments of 271 million euros to support the transition to green industry and address the European Union's Carbon Border Adjustment Mechanism (CBAM).
The introduction of the IDEIA system is a significant step towards improving Egypt's business environment and environmental governance. By reducing delays and increasing transparency, the system is expected to encourage investment in the country. The minister's directives for regular monitoring and evaluation of the system's performance will be crucial in ensuring its effectiveness and making necessary adjustments.
