CNOOC Uganda Limited, a subsidiary of China National Offshore Oil Corporation (CNOOC), is currently seeking a qualified Buyer to join its procurement team in Kampala, Uganda. The successful candidate will be responsible for supporting the timely and efficient procurement of goods and services in accordance with established policies, procedures, and operational requirements. CNOOC International is one of the largest oil and gas companies in Uganda's energy sector, owning one-third interests in Exploration Areas EA1/1A, EA2, and Kingfisher.
The Buyer's primary duties will include preparing procurement plans, correspondence, presentations, reports, and other procurement-related documentation. They will also provide planning, analytical, and administrative support to facilitate effective procurement operations. Additionally, the Buyer will coordinate and participate in bid evaluations and contract negotiations, and prepare comprehensive evaluation reports. This role requires a Bachelor's degree in procurement and supply chain management, Business Administration, or a related field, with at least 4 years of related work experience in procurement and contracts.
The ideal candidate should have extensive knowledge of the latest business purchasing management strategies, practices, philosophy, pricing strategies, and cost analysis. Excellent organizational, negotiation, and communication skills are also essential, along with excellent analytical and problem-solving abilities. The Buyer will collaborate with user departments to identify and select suitable contractors, coordinate contractor qualification and prequalification processes, and monitor supplier performance. They will also liaise with end-users and suppliers to coordinate and negotiate changes to specifications, contractual requirements, terms, and conditions.
The successful candidate will be responsible for managing supplier relationships and performance to support cost efficiency, service quality, and timely delivery of goods and services. They will facilitate and coordinate meetings between the Procurement Team, user departments, and suppliers to address procurement requirements and resolve issues. The Buyer will also maintain, organize, and archive procurement and contract records in accordance with Company policies and document management requirements. Furthermore, they will conduct training and provide guidance to user departments on procurement processes, procedures, and compliance requirements.
