Algerian Housing and Urban Planning Minister Abdelwahid Temmar visited Tizi-Ouzou for two days, announcing that the region's housing demands will be fully met this year. During his visit, Temmar revealed an ambitious housing program designed to address the needs of various segments of the population. The program will include different types of housing, such as rental-sale and assisted housing.
The minister stated that Tizi-Ouzou will receive a significant quota of housing under the rental-sale formula, which will enable all registered subscribers to benefit. Additionally, the region will have an open program for assisted housing, with the exact scope to be determined by available land. Temmar also mentioned that 1,300 pre-occupation decisions for AADL housing and 400 rural housing aids were handed over to citizens from different communes.
Temmar highlighted that Tizi-Ouzou received 8,000 housing units in 2018, the largest allocation nationwide. He also noted that 295,000 housing units were distributed across the country last year, with 40,000 units already distributed this year. Furthermore, an important program of 90,000 units is set to be launched.
The minister expressed his commitment to rural housing, assuring that Tizi-Ouzou will receive a quota for 2019. He encouraged the development of grouped rural housing to facilitate state support and viability. Temmar also emphasized the need for prompt preparation of beneficiary lists and stressed the importance of studies to avoid delays.
Temmar discussed the new housing formula, LLP, included in the Finance Law, which aims to redynamize the rental market. He explained the advantages of this formula and underlined that the 2019 finance law has created a legal framework for LLP. The minister also met with local real estate promoters, attributing 48 agreements and noting the region's dynamism in real estate promotion.
During his meeting with promoters, Temmar emphasized the need to alleviate the burden on the public treasury. He encouraged collaboration with promoters to support state action and proposed a new vision to boost the sector. The minister highlighted that 120,000 AADL housing units cost $3.3 billion, making it unsustainable to rely solely on public treasury support.
Temmar concluded his visit by expressing his availability to listen to citizens and promoters, aiming to establish a roadmap for 2019. He stressed the importance of respecting commitments and urged for efficient implementation of housing projects. The minister's visit aimed to address housing concerns in Tizi-Ouzou and provide solutions for the region's residents.
