The Agadez region in Niger has launched the replanning process for its 2026-2030 Regional Development Plan (PDR). The initiative was inaugurated by the region's governor, General Ibra Boulama Issa, on October 29, 2026, at the Laya Youth and Culture House in Agadez. This process aims to draw lessons from the implementation of the 2022-2026 PDR, formulate relevant recommendations, and provide objective data to inform the next regional development plan. The replanning process is a critical step towards aligning the region's development goals with the country's overall vision.

The replanning process is being overseen by the Regional Coordination Committee, which is responsible for supervising the entire process, validating strategic orientations, and ensuring the coherence of programmatic choices. Governor General Ibra Boulama Issa emphasized that since the advent of the National Council for the Safeguard of the Homeland (CNSP) on July 26, 2023, the country's highest authorities have taken steps to address the country's security, social, and economic challenges. These efforts include the dissolution of municipal, city, and regional councils by ordinance on April 4, 2024, and the transfer of their assets and responsibilities to regional governors.

The dissolution of regional councils has significant implications for regional development planning. Until now, regional councils were responsible for overseeing development at the regional level through the elaboration and implementation of regional development plans. The replanning process for the 2026-2030 PDR coincides with a critical moment in the life of local authorities, which face the immense challenge of replanifying their Communal Development Plans (PDCs) to align with the vision of the Head of State, as outlined in the Program for the Refoundation of the Republic (PRR) 2025-2029.

Several communes in the Agadez region have already updated their PDCs to align with the PRR. These include the communes of Tabelot, Aderbissinat, and Iferouane, which were co-financed by UNICEF, and the commune of Tchirozérine, which was financed by PIDUREM. Additionally, the communes of Dabaga, Gougaram, and Dannet have also updated their PDCs with financing from various sources. The urban commune of Agadez has recently launched the process of replanifying its PDC with financial support from PIDUREM.

Governor General Ibra Boulama Issa announced that six communes in the region - Bilma, Dirkou, Djado, Fachi, Ingall, and Timia - have benefited from a budget allocation to support their development initiatives. The replanning process for the 2026-2030 PDR is expected to provide a framework for these communes to align their development plans with regional and national goals. The process will also help to identify areas of intervention and allocate resources effectively to address the region's development challenges.

The launch of the replanning process for the 2026-2030 PDR is a significant step towards promoting sustainable development in the Agadez region. The process is expected to engage various stakeholders, including local authorities, civil society organizations, and development partners. The outcome of this process will inform the next regional development plan, which will guide the region's development efforts over the next five years.

The Agadez region's replanning process is part of a broader effort to promote decentralization and local development in Niger. The country's authorities have taken steps to strengthen the capacities of local authorities and promote participatory development planning. The replanning process for the 2026-2030 PDR is expected to contribute to these efforts and help to promote sustainable development in the region.
