Dr. Kadiri Obafemi Hamzat, the All Progressives Congress (APC) governorship candidate and incumbent Deputy Governor of Lagos State, has unveiled a 100-point development agenda. The agenda aims to expand public transportation, deliver affordable housing, strengthen neighborhood security, and improve access to potable water if he is elected governor in 2027. Hamzat presented the proposals at the Wole Soyinka Centre for Culture and Creative Arts in Lagos.

Hamzat's transportation plan includes increasing the state's bus fleet from 1,000 to 4,000, with a target of transporting one million passengers daily. He also plans to expand the rail network, extending the Blue Line to Ogbebe-Mindene and establishing an interchange connecting the Blue and Red lines at the National Theatre Station. Additionally, he aims to work with the Federal Government to extend the Green Line from Marina.

The APC candidate outlined plans to improve road infrastructure, including activating the Fourth Mainland Bridge through partnerships and accelerating the regional road along the Lake Yembe axis. He also aims to commence the second phase of the Ogbebe-Mindene Link Bridge to connect with the Third Axial Road. Furthermore, Hamzat plans to expand water transportation through an additional 140-kilometre water corridor and optimize 15 ferry routes.

Hamzat's housing plan includes completing ongoing projects across the state and introducing affordable homeownership schemes through partnerships with private developers. Some of the projects he listed include Egbo Igodo Clusters 2 and 3, Lagos Homes Shongote Do Phase 2, and Lagos Homes Ipeche Phases 2 and 3. He also aims to improve access to mortgage facilities through a 10 per cent initial deposit, single-digit interest rates, and longer repayment periods.

On security, Hamzat plans to strengthen the Lagos State Neighbourhood Safety Agency and extend its operations to every ward across the state's 20 local government areas and 37 Local Council Development Areas. He also aims to expand street lighting and CCTV surveillance in residential communities and establish a state intelligence centre to tackle cybercrime and organized criminal activities.

Hamzat disclosed that a 17-million-gallon water treatment facility is under construction and will provide clean water to an additional six million residents upon completion. He also plans to rehabilitate 24 micro and mini waterworks, repair water mains, and expand the public water distribution network. Furthermore, Hamzat aims to strengthen waste management through improved community-based collection systems.

The APC candidate's agenda has received support from party members and residents, with many expressing confidence in his capacity to sustain the state's development trajectory. Lagos state APC Chairman, Hon. Cornelius Ojelabi, described the manifesto unveiling as a declaration of purpose and a reaffirmation of the party's commitment to the people.
