Zanzibar's First Vice President, Othman Masoud Othman, has emphasized that the new Government of National Unity (GNU) is an instrument of cooperation aimed at fostering development and justice in Zanzibar. Speaking at a public rally in Gombani, Pemba, Mr. Othman stated that the GNU brings together forces to achieve fundamental goals envisioned by citizens since 2010. He stressed that the move is intended to ferry Zanzibaris towards true justice and development through cooperation, not competition.
The primary priority under the cooperative framework is overseeing the issuance of Zanzibari Identity Cards (ZanID) to every eligible citizen without partisan discrimination. Mr. Othman issued special directives to shehas to supervise the process transparently. This initiative aims to secure national identity foundations, which will serve as a basis for tackling seven core agenda items, including sweeping legal and institutional reforms, a new constitution, and an independent electoral body to safeguard democratic mandates.
Mr. Othman drew comparisons with Singapore's unity philosophy under "One Singapore," emphasizing the need for impartial public service and justice delivery bodies. He stressed that both ACT Wazalendo and CCM carry a heavy supervisory duty, warning that a weak party translates to a weak government. The First VP's remarks come days after taking his oath of office, following a political deadlock that delayed the constitutional process for nearly a year.
Work is currently underway through a Joint Committee, co-chaired by Omar Ali Shehe, to formulate a legal blueprint establishing solid reconciliation foundations. The committee's efforts aim to create a stable and inclusive framework for the GNU. Mr. Othman cautioned that dissenters or individuals attempting to derail the process would face no tolerance, emphasizing the immense sacrifice made to secure the GNU.
Once the legal blueprint is completed, a special legal commission with statutory powers to direct the government will be formed. This commission will play a crucial role in overseeing the implementation of the GNU's agenda. Meanwhile, party Deputy Chairperson Ismail Jussa Ladhu declared that no individual would be permitted to derail these efforts or place personal interests above collective progress.
Mr. Jussa Ladhu warned that some figures preach change on platforms but pursue hidden agendas, emphasizing that such individuals will not be tolerated. He vowed that the party will flush out such figures early, ensuring that the GNU's efforts are not hindered by internal challenges. The Deputy Chairperson's statement underscores the party's commitment to transparency and accountability within the GNU.
