In the area of security, peace, and social cohesion, participants recommended the recruitment of integrated guards from local communities and support for Volontaires pour la défense de la patrie (VDP). They also suggested better supervision of arrests and interventions by defense and security forces in villages and hamlets. These proposals aim to strengthen community contributions to restoring security and consolidating social cohesion. The recommendations were formulated to address the specific needs of the region and promote a sense of ownership among local communities.
The participants also focused on education, health, and vocational training, recommending the creation of gathering centers and schools with canteens in areas hosting internally displaced persons, as well as in commune and departmental headquarters. This would enable children to continue their education despite the challenges posed by insecurity. Additionally, they proposed the special recruitment of young local graduates, particularly in scientific and professional fields, to reinforce the supervision of young people in areas most affected by insecurity.
To address economic and development challenges, the participants recommended the completion of the Kandadji dam and the implementation of a large irrigation project to better utilize the region's water resources. They also emphasized the need to rehabilitate and construct road and administrative infrastructure to facilitate the movement of people and goods, support commercial exchanges, and contribute to the development of certain areas. These recommendations aim to promote economic growth and improve living standards in the region.
Beyond sectoral recommendations, the young people made several commitments, including accompanying the state in restoring regional security and decentralizing intergenerational, social, and inclusive dialogue in departments and communes. They also decided to continue exchanges with local communities and enable young volunteers to access schools facing a shortage of teaching staff. These commitments demonstrate the participants' willingness to take an active role in addressing regional challenges.
During the closing ceremony, Alassan Issa, Secrétaire général adjoint du Gouvernorat de Tillabéri, emphasized the need for concrete follow-up to the recommendations. He encouraged the Conseil régional de la jeunesse and the follow-up committee to work together to implement the proposals. Ouseyni Daouda Abdou, president of the Conseil régional de la jeunesse de Tillabéri, highlighted the importance of learning from previous experiences and the value of intergenerational dialogue in promoting community rapprochement and youth responsibility.
The implementation of a follow-up mechanism will enable the evaluation of the recommendations and ensure that they are translated into concrete actions. The Conseil régional de la jeunesse de Tillabéri and the administration will work together to ensure that the proposals are implemented and that the region benefits from the active engagement of its young people.
