The Department of Water and Sanitation is conducting a three-day programme in KwaZulu-Natal, with consultations taking place in Newcastle, Durban, and Richards Bay. On Tuesday, Dr. Jack Bloom, the Deputy Minister of Water and Sanitation, will deliver the keynote address at the Garden Court in Durban, where residents and stakeholders will be invited to comment on the proposed Strategic Framework for Water and Sanitation Services.
The consultations aim to provide stakeholders and members of the public with an opportunity to engage on the Strategic Framework for Water and Sanitation Services, which seeks to address challenges facing the water and sanitation sector. The framework focuses on improving service delivery, strengthening infrastructure planning and maintenance, protecting water resources, and building the capacity of municipalities and other sector stakeholders.
According to Dr. Bloom, the proposed update addresses challenges directly, providing a clear plan for access, infrastructure, water security, and ensuring sanitation systems work effectively. The framework places particular emphasis on improving service delivery, strengthening infrastructure planning and maintenance, promoting effective water resource management, and building the capacity of municipalities and other sector stakeholders.
The first Strategic Framework for Water and Sanitation Services was published in 2003 and achieved real results, setting clear roles, service standards, and investment direction for the sector. However, since then, the landscape has changed, with rapid urbanization, ageing infrastructure, climate risks, and service gaps affecting rural areas and informal settlements the hardest.
Wisane Mavasa, spokesperson for the Department of Water and Sanitation, highlighted the importance of the public consultation process, which provides stakeholders with an opportunity to share their experiences, concerns, and recommendations on water and sanitation services. Inputs received from the public and stakeholders will strengthen the framework and ensure it responds to the realities and needs of communities.
