The United Nations Entity for Gender Equality and the Empowerment of Women, known as UNWomen, has announced a job vacancy for a National Consultant in Gender Statistics and Data. The consultant will work in Kampala, Uganda, and report to the Team Lead, Ending Violence Against Women. The goal of this position is to provide technical support to improve the quality and use of gender statistics generated through various data initiatives.

The consultant's primary responsibilities will include contributing to UN Women's research, reporting, and knowledge-management efforts. They will ensure that high-quality gender data informs policy and programming for gender equality and the elimination of violence against women and girls in Uganda. The consultant will work closely with national partners, stakeholders, and UN Women CO to review and integrate the Violence Against Women and Girls (VAWG) component in the national VACWS Survey Plan and Budget.

Key duties and responsibilities of the consultant include providing technical inputs to ensure that survey methodology, instruments, and indicator definitions adequately capture gender-related dimensions and inequalities. The consultant will review survey instruments, indicator definitions, and analytical outputs from a gender statistics perspective. They will also participate in Steering and Technical Committee meetings of the VACW survey and document lessons learned and good practices throughout the VACWS process.

The consultant will provide substantive technical support to enable Uganda to scale the development and institutionalization of the data ecosystem. This will involve ensuring that statistical products go beyond sex disaggregation by applying gender-relevant concepts, indicators, and analytical approaches. The consultant will support the assessment, documentation, quality assurance, and responsible use of selected citizen-generated data sources.

The consultant will also strengthen the capacity of national and non-state actors in citizen-generated data (CGD) production and use. They will support the development and implementation of CGD collection and use systems, ensuring data quality. Additionally, the consultant will promote partnerships for increased collaboration and networking among government agencies, civil society organizations, academia, and private sector actors.

The consultant will provide technical support in strengthening the production and use of gender-responsive administrative data for evidence-based policy formulation and decision-making in the Justice, Law, and Order agencies. They will support the application of appropriate disaggregation by sex, age, disability status, and other nationally relevant characteristics. The consultant will participate in designated inter-agency and technical working groups on behalf of UN Women.

To qualify for this position, candidates must have a Master's degree in statistics, economics, demography, or a relevant social science discipline with a substantial quantitative component. At least two years of progressively responsible work experience in data work and statistical analysis in a development policy and/or research context is required. Experience in data analysis, research, and writing, including gender equality and women's rights, is also required.
