The third regular meeting of the West African Economic and Monetary Union (UEMOA) Council of Ministers for 2006 concluded with the approval of several significant resolutions. The meeting, led by Burkinabé Minister of Economy and Finance, covered key areas including public markets, social protection, and the operational capacity of European institutions. The council expressed satisfaction with the participatory approach and respectful atmosphere that characterized the discussions.

A key decision was the adoption of a draft directive aimed at harmonizing public markets at the community level. This law seeks to consolidate the legal framework for public procurement within the UEMOA, enhancing the absorption capacity of investment credits by member states and securing public market processes. This reform is crucial to improving public expenditure efficiency and accelerating investment implementation.

The council also adopted a regional social protection strategy to be implemented by 2025. This approach aims to support member states in establishing institutional and organizational structures for expanded social protection, with a focus on improving equity and access for vulnerable groups. This initiative underscores the UEMOA's commitment to addressing social disparities and enhancing the well-being of its populations.

In addition to these decisions, the ministers validated decrees codifying certain clauses of the December 20, 1996 law, which established the statute of the registrar of the UEMOA Court of Justice. These documents are expected to enhance the effective functioning of the community judicial institution. The council also reviewed various judicial and institutional dossiers.

The council further discussed the establishment of a UEMOA representation office in France and reviewed the accounts of the UEMOA Financial Market Authority for the relevant financial year. The participation of commercial institutions and banks in the pan-African payment and settlement system was also explored, aiming to stimulate regional and continental trade and financial exchanges.

Another significant decision concerned the lifting of immunities and privileges of the West African Development Bank (BOAD), in the context of mobilizing financing from technical and financial partners. This initiative seeks to improve the bank's access to new resources, thereby enhancing its capacity to support priority and structuring projects of member states.

In closing, the president of the Council of Ministers expressed gratitude to participants for their role in the session's success, emphasizing that the decisions taken reflect the determination of member states to consolidate regional integration gains and continue essential reforms to strengthen the UEMOA.
