Two Kampala Capital City Authority (KCCA) enforcement officers are facing serious allegations after a university student accused them of sexual assault, bribery, and threats. Osena Ismail and Mukisa Julius appeared before Buganda Road Chief Magistrates Court on allegations arising from an incident on September 22 in Kampala. The student, who was arrested for walking on a green-belt area, allegedly had an encounter with the officers that went far beyond the original offence.

According to court documents, the student was initially arrested by the officers for walking on a prohibited green-belt area. However, the situation escalated when the officers allegedly demanded Shs100,000 from her or asked her to fetch 50 jerrycans of water. Unable to comply, the student was told she would be detained at the officers' offices. Instead, one of the officers, Osena, took her to a guest house where he allegedly had sexual intercourse with her without her consent.

The alleged ordeal continued as Osena took nude photographs of the student using his phone and gave her Shs20,000 for transport. The photographs were later used by Mukisa, who sent them to the student and demanded that she have sexual intercourse with him. Mukisa allegedly threatened to post the photographs on social media if she refused. The student and her brother reported the matter to police, leading to an investigation and the eventual arrest of Mukisa.

Mukisa has been charged with cyber harassment and has pleaded not guilty. Osena's case is more complex, as the alleged sexual offence is a grave charge that can only be tried by the High Court. The two officers have been remanded to Luzira Prison until October 19 as police continue investigating the allegations. This case has raised concerns about the conduct of city enforcement officers and how their powers are exercised when dealing with members of the public.

The allegations against the two officers have not been proved in court, and they remain presumed innocent unless and until a court finds them guilty.
