Turkish President Recep Tayyip Erdogan is set to visit Tripoli on December 8-9, according to a report by the Turkish newspaper Milliyet. The visit coincides with Libya hosting the 4th Turkey-Africa Partnership Summit. This development comes amid ongoing political and security efforts to unify Libyan institutions and pave the way for elections.

The summit will provide an opportunity for Erdogan to convey messages on Libya and Africa. According to Milliyet, Erdogan has emphasized that stability and calm in Libya are top priorities for Turkey. He stressed that the path to political reconciliation must be led and owned by the Libyans themselves.

Recent Turkish initiatives have shown signs of progress toward unifying Libyan institutions. This year, Turkish Defense Minister Yasar Guler met with Libyan military leaders, including Khalifa Haftar and Deputy Defense Minister Abdulsalam Al-Zubi. Furthermore, 331 personnel from eastern Libya and 177 from western Libya participated in the Efes 2026 military exercise under the slogan "One Libya, One Army."

On the political front, efforts are underway to merge institutions from eastern and western Libya under a temporary executive authority. This aims to facilitate elections, with a meeting in Cairo involving Turkish Foreign Minister Hakan Fidan and his counterparts from Egypt, Saudi Arabia, and US Special Envoy to Africa Masood Bouls.

The United Nations Support Mission in Libya has made a decision to hold presidential and parliamentary elections within 24 months. However, the Libyan State Council has expressed reservations about this decision. Additionally, the Turkish-Libyan memorandum of understanding on maritime boundary demarcation has garnered attention, with the Libyan House of Representatives approving it after seven years.

The approval of the memorandum of understanding has sparked reactions from European and international parties. In response, Fidan suggested the possibility of a trilateral meeting between Turkey, Italy, and Egypt to address Egyptian concerns. These developments reflect ongoing diplomatic efforts to stabilize Libya and address regional security concerns.

The forthcoming visit by Erdogan and the Turkey-Africa Partnership Summit highlight Turkey's continued engagement with Libya and the African continent. As Libya moves toward potential elections and institutional unity, the international community remains closely watching these developments.
