On October 29, 2026, the Internal System and Immunity Committee of Tunisia's National Council of Regions and Districts convened to examine the 2027 budget project for the Temporary Supreme Judicial Council. The session was chaired by the committee's head, Fawzia Al-Naoui, and the head of the General Legislation Committee in the Chamber of Deputies, Fawzi Al-Da'as.

The First Deputy President of the Temporary Supreme Judicial Council presented the budget project, stating that the council enjoys functional, administrative, and financial independence, as per Decree No. 11 of 2022. The 2027 budget was prepared according to Law No. 15 of 2019 on the Basic Law of the Budget and Prime Minister's Circular No. 02 of 2026.

The proposed budget for 2027 amounts to 1525 thousand dinars, maintaining the same level as 2026. This allocation is based on the execution results of the 2024 and 2025 budgets and the first half of 2026. The budget is divided into 650 thousand dinars for rental expenses, 864 thousand dinars for operating expenses, and 11 thousand dinars for intervention credits.

During the discussion, council members raised concerns about the temporary nature of the Supreme Judicial Council, emphasizing the need for a permanent council to ensure the proper functioning of the judiciary and its independence. They also highlighted the importance of providing suitable working conditions for judges and accelerating the digitalization of the judicial system.

The council members stressed the need to enhance mechanisms to ensure the execution of judicial rulings, which would support the judiciary's credibility and citizens' trust in state institutions. In response to their inquiries, the First Deputy President of the Temporary Supreme Judicial Council clarified that the recorded vacancies in the council did not affect its ability to convene and provide opinions on submitted draft texts.

The council also discussed the digitalization of the judicial system, with the First Deputy President explaining that efforts are underway to develop the judicial system through digitalization and simplification of procedures. She noted that the digitalization of services in the Administrative Court has started, particularly in the advisory field, which is now fully digitalized.

Regarding the execution of judicial rulings, the First Deputy President emphasized that addressing existing issues requires legislative intervention and highlighted the role of the follow-up cell for the implementation of judgments established at the level of the Administrative Court. The cell has contributed to resolving several issues related to implementation.
