The German Development Cooperation, GIZ, has announced an invitation to tender for a container lab project in Togo. The project, under the ProDigiT initiative, aims to construct a building using new high-cube maritime containers. The proposed structure will be situated on a plot of land at the Togo Digital Agency (ATD) site. GIZ, an international cooperation enterprise for sustainable development, operates globally, providing innovative solutions to complex challenges.

The project entails the conversion of two 40-foot high-cube containers and two 20-foot high-cube containers into three local facilities for the MAKER LAB. The scope of work includes constructing a concrete foundation, supplying and installing containers, partitioning, creating doors, windows, and glass bays, flooring, interior and exterior painting, and installing electrical and air conditioning systems. The project also involves implementing an environmental management plan and providing training on emergency procedures and fire safety.

Interested contractors must submit their eligibility documents by November 3, 2026, at 5:30 PM GMT. The required documents include a letter of submission, proof of legal existence in Togo, a valid economic operator card, tax clearance certificate, social security clearance certificate, and proof of sufficient financial capacity with a minimum turnover of 240 million CFA francs over the past three years. Contractors must also demonstrate experience in constructing or renovating buildings using maritime containers with metal construction, welding, or steel structure reinforcement.

The evaluation of contractors will be based on specific criteria, with a total score of 100 points. The criteria include justifying at least two references of construction or renovation of buildings using maritime containers with metal construction, welding, or steel structure reinforcement, worth 60 points. Additionally, contractors must have at least one building project that includes second-work and thermal comfort solutions, worth 40 points.

Shortlisted contractors will receive the complete tender dossier to prepare a technical and financial offer. The selection process will be based on the best financial offer using a negotiated procedure, allowing for technical and price negotiations. Contractors can submit their bids individually or as an economic interest group, with only solidary groupings accepted.

The project timeline is set at four months from the contract signing date. The successful contractor will be responsible for executing the project, including providing training on emergency procedures and fire safety, and implementing an electronic waste management plan. The GIZ-Togo project aims to improve living conditions in Togo through sustainable development initiatives.

The deadline for clarification requests is ongoing, with interested contractors sending their inquiries to the specified email address with the reference "AMI N° 10061651". The GIZ-Togo project encourages contractors to participate in this opportunity, contributing to the development of Togo's digital and innovation ecosystem.
