The Togolese government has launched a training program aimed at enhancing the management of public finances, specifically focusing on controlling payroll and managing the wage bill. This initiative, part of the Project to Support Governance and Private Sector Development (PAGDSP), is financed by the African Development Bank (BAD) and started on October 5, 2026, in Lomé. The program is designed to last one year and will include approximately 40 sessions benefiting 2000 public servants.

The first session of the training program, which concluded recently, brought together 90 officials from the National Directorate of Financial Control. The primary objective of this session was to equip participants with the skills necessary to effectively monitor payroll, detect irregularities, and prevent undue remuneration. The program aims to ensure that public resources are utilized efficiently and in line with the actual needs of the administration.

The Project to Support Governance and Private Sector Development (PAGDSP) seeks to strengthen the competencies of public servants, enhance the mobilization and use of public resources, and promote a more efficient, transparent, and performant management of public finances. By focusing on the control of personnel expenses, the project intends to limit waste and preserve budgetary balances.

During the opening ceremony, Komi Iyatan Akakpo, Director National of Financial Control, representing the Minister of Economy and Budget, emphasized the importance of effective control over personnel expenses and greater responsibility among department heads. He noted that the National Directorate of Financial Control serves as the entry point for public expenditures and must ensure the regularity of personnel expenses.

Akakpo also stressed the need for better detection of anomalies, such as cases of absent agents who continue to receive their salaries. He called on department heads to be vigilant and ensure the actual presence of agents and the conformity of remunerations. The training program aims to build the capacity of public servants to analyze salary data, detect irregularities, and implement effective monitoring tools.

Adama Mawulé Kpodar, Director General of the National School of Administration (ENA), highlighted that the agreement with his institution provides for about 40 sessions benefiting over 2000 participants across the country. He encouraged the beneficiaries to be assiduous and committed to improving their professional practices.

The training program will continue with the other groups in the coming weeks, aiming to enhance control over payroll, manage the wage bill effectively, and contribute to a more rigorous and efficient management of state resources. The program is expected to have a positive impact on the management of public finances in Togo.
