Tanzania's government has reaffirmed its commitment to sustaining and strengthening public financial management systems. The Permanent Secretary of the Treasury, Dr Natu El-Maamry Mwamba, highlighted the achievements of the Sixth Phase of the Public Financial Management Reform Programme (PFMRP) and its seventh phase. The programme has led to significant improvements in managing government revenue and expenditure, accountability, efficiency, and transparency in public financial systems.
One of the key achievements of the programme is the introduction of the National e-Procurement System of Tanzania (NeST). This system has reduced the time required for procurement processes and improved value for money in public procurement. The implementation of NeST has streamlined procurement procedures, allowing for more efficient use of public funds.
The number of registered taxpayers in Tanzania has increased significantly, from 1.6 million in 2023 to 2.5 million by June 2026. This growth has enabled the Tanzania Revenue Authority (TRA) to strengthen tax revenue collection and improve its performance in meeting revenue targets. The TRA has also conducted door-to-door tax collection campaigns to further boost tax revenue.
The government has also achieved other milestones, including the development and approval of the 2025 National Supply Chain Management Policy. This policy aims to improve supply chain management and ensure that public funds are used efficiently. Additionally, the Ministry of Finance building in Geita Region has been constructed to improve service delivery.
The government has also made progress in integrating non-tax revenue collection systems into the TAUSI platform used by Local Government Authorities. This integration has improved the efficiency of revenue collection and reduced the risk of revenue leakage. The TAUSI platform has also enhanced transparency and accountability in revenue collection.
Dr Mwamba emphasized the government's commitment to building on the achievements of the PFMRP. The seventh phase of the programme aims to sustain and strengthen public financial management systems. The government is expected to continue implementing reforms to improve transparency, accountability, and efficiency in public financial systems.
The implementation of the PFMRP has contributed to improved public financial management in Tanzania. The programme has increased transparency and accountability in government revenue and expenditure. The growth in taxpayer numbers and the implementation of NeST have also improved the efficiency of revenue collection and procurement processes.
