South Sudan has taken a significant step towards strengthening its oil partnership with Russia through a preliminary agreement for the transfer of former Petronas shares in two major oil operating consortiums. The agreement, contained in a Memorandum of Understanding and a Letter of Acceptance, was signed on October 29 at Russia's Ministry of Energy. Senior officials and ministers from both countries attended the signing ceremony, marking an important milestone in their economic cooperation.

The meeting was attended by South Sudan's Minister of Petroleum, Hon. Awow Daniel Chuang, officials from the Ministry of Petroleum, representatives of Nile Petroleum Corporation (NilePet), and Russian Energy Minister Hon. Sergey Tsivilev. The discussions took place in Moscow on the sidelines of the third Russia-Africa Summit, which South Sudan is attending from October 26 to 31. This development is expected to open a new chapter in relations between South Sudan and Russia, particularly in the oil sector.

Zarubezhneft, a Russian state-owned oil and gas company, has over 50 years of international experience in developing oil and gas fields, particularly those that are difficult to operate. The company specializes in introducing technologies that help increase oil production. NilePet has described Zarubezhneft as a suitable partner for South Sudan's oil industry, citing its experience in increasing oil production, improving infrastructure, protecting the environment, and providing technical skills to local workers.

The proposed transfer of Petronas shares to Zarubezhneft became necessary after PETRONAS agreed to sell its South Sudan oil assets to British company Savannah Energy in December 2022. However, the proposed transaction did not receive approval from the South Sudanese government, and Savannah Energy eventually terminated the acquisition agreement. On August 7, 2024, PETRONAS officially announced its withdrawal from South Sudan, creating the need to identify new investors and operators to maintain and develop the country's oil production.

The transfer of shares is expected to create opportunities for greater economic cooperation, investment, and technical development between South Sudan and Russia. Zarubezhneft's involvement is anticipated to bring in new technologies and expertise, which will help increase oil production and improve the overall efficiency of South Sudan's oil industry. This development is a significant step towards achieving the country's economic goals.

The agreement between South Sudan and Russia is a strategic move to strengthen their economic ties, particularly in the oil sector. The two countries have been working closely together in recent years, with South Sudan seeking to attract more investment and technical expertise to develop its oil industry. Russia, through Zarubezhneft, is well-positioned to provide the necessary support to help South Sudan achieve its oil production targets.

The partnership between South Sudan and Zarubezhneft is expected to have a positive impact on the country's economy, creating new opportunities for growth and development. The transfer of shares is a significant step towards ensuring the continued production and development of South Sudan's oil resources. With Zarubezhneft's expertise and experience, the country is likely to benefit from increased oil production and improved infrastructure.
