On October 22, 2026, Senegal's Prime Minister, Ahmadou Alhaminou LO, chaired an inter-ministerial council to discuss the 2026-2027 agricultural product marketing campaign. The council made 20 decisions across four areas: prerequisites and urgent measures, financing, specific measures by sector, and traceability and control. These decisions aim to enhance the campaign's organization and implementation. The council set the opening dates for the campaign: November 15, 2026, for cotton and late November 2026 for peanuts.

The government has emphasized the importance of defining operational conditions for each sector before the campaign's start. This includes finalizing an agreement between the state and the National Interprofessional Committee for Peanuts (CNIA). A committee will be established to determine the peanut price, ensuring a safeguard threshold for producers and export competitiveness. Additionally, the government will make export modalities public at the campaign's start.

To improve collection points, the government will adjust their number according to expected production and available financing. The current system of operator approval will shift to point approval, following modalities agreed upon with stakeholders. The government will also make screening mandatory at collection points and reception centers, making it a condition for point approval and seed reception.

The government has committed to operationalizing the "Allo tracteur" program and reinforcing the acquisition of harvesting and sorting equipment for producers. The construction of cold storage infrastructure for horticultural products will continue, and the means of intervention for the Senegalese Research Institute (ISRA) and the National Pedology Institute (INP) will be strengthened.

Financing for the campaign will be secured through a plan to be finalized before the collection starts. The plan includes securing 1 billion FCFA in daily liquidity for the first thirty days of collection. The government will also settle 44 billion FCFA in arrears owed to input suppliers and provide official attestations of debt to operators.

Specific measures have been outlined for the peanut sector, including a strategy to market 70,450 tons of peanut meal. This will involve local sales to processors and exporters, as well as allocation for pastoral assistance. The government will also finalize a protocol with oilseed producers regarding customs accompaniment.

The government aims to improve traceability and control throughout the campaign. This includes implementing a system for tracking production, collection, and export. The campaign's success will depend on effective collaboration between various stakeholders, including ministers, financial institutions, and sector operators.
