The Premier Soccer League (PSL) has instituted disciplinary proceedings against Scottland FC for allegedly fielding an ineligible player during their Chibuku Super Cup victory over FC Platinum. The case concerns Namibian winger Witbeen Stoffel, who was introduced as an 88th-minute substitute when Scottland defeated FC Platinum 3-1 at Rufaro Stadium on August 14.
Scottland have been charged with contravening Article 8.4, read together with Article 4.1, of the Chibuku Super Cup Rules and Regulations. The club has been requested to file its written plea, submissions or defence outline to the PSL by Friday, October 2, 2026. The league’s decision follows an administrative examination of Scottland’s player registrations.
The case appears to centre on whether Scottland exceeded the number of players clubs were permitted to register during the mid-season transfer window. PSL chief executive Rodwell Thabe previously said every club was allowed to register five players during the window. Scottland were reportedly granted special permission to register Stoffel and Nigerian defender Al-Ameen Kehinde Tijani for their CAF Champions League campaign.
However, Thabe said the two additional players were not eligible to participate in domestic PSL competitions. Stoffel’s appearance against FC Platinum subsequently raised questions about whether the restriction also covered the Chibuku Super Cup. Scottland were active during the mid-season window, registering several players as they strengthened their squad for domestic competitions and their first CAF Champions League campaign.
A separate matter involving Stoffel’s participation in a ZIFA Munhumutapa Cup match has been referred to the Zimbabwe Football Association. The PSL said it would independently examine the substance of the eligibility concerns. Supporter George Mutangakungwa had submitted a 10-page petition alleging that the club exceeded the mid-season registration limit after deregistering junior players and replacing them with senior players.
The PSL rejected the petition as a formal complaint because Mutangakungwa had not demonstrated that he was authorised to act on behalf of the 17 clubs he claimed to represent. The latest disciplinary proceedings represent a formal charge but not a finding of guilt. Scottland have been given an opportunity to respond before the matter is determined.
The PSL has not announced the possible sanctions the club could face if found guilty. Scottland had already been eliminated from the Chibuku Super Cup following a 1-0 quarter-final defeat to Hardrock. The club's response to the allegations will determine the next course of action in this matter.
