On October 28, 2026, Rwandan Minister of Unity and National Guidance, Dr. Jean Damascène Bizimana, addressed a group of 533 convicts who had served time for their roles in the 1994 genocide against the Tutsi population. These individuals, sentenced to 15 to 30 years in prison, are set to be reintegrated into society after completing a 10th cycle of unity and reconciliation training. The training aims to prepare them for their return to their communities.

The convicts, ranging in age from 50 to 100 years old, are from various parts of Rwanda, with the Southern Province having the highest number of participants at 227. Some of them have served their full 30-year sentences. During the closing ceremony, Minister Bizimana encouraged them to work together with other Rwandans to rebuild their country. He emphasized that their families now have the same rights as other Rwandans, with their children and grandchildren attending school and receiving medical care.

Minister Bizimana highlighted the government's efforts to promote unity and reconciliation, stating that the current administration does not discriminate and has provided opportunities for all Rwandans to access education and healthcare. He urged the released convicts to support the government's initiatives and work together with other Rwandans to build a better future for their country.

The minister also warned them against engaging in activities that could undermine national unity, such as promoting sectarianism or hatred. He encouraged them to foster good relationships with their fellow Rwandans and to report any instances of divisive behavior. By doing so, they can contribute to a more harmonious and cohesive society.

One of the released convicts, Nzirorera François from the Ruhango district, expressed gratitude to the government for providing the training and vowed to distance himself from the ideologies that led to the genocide. He promised to work towards promoting unity and reconciliation in his community.

According to the Ministry of Unity and National Guidance, a total of 2,103 convicts have undergone this training as of the 9th cycle, which was completed in September 2026. With the 10th cycle concluding on October 31, 2026, the total number of participants will reach 2,636.

The government's efforts to promote national unity and reconciliation are ongoing, with a focus on integrating released convicts back into society. By providing them with training and support, the authorities aim to help them become productive members of their communities and contribute to Rwanda's continued development and growth.
