The National Electoral Commission (NEC) of Rwanda has announced that elections for 27 sector and city mayors will take place in October 2026, after the terms of the current mayors expire. Candidates wishing to run for sector or city mayor positions must submit their nominations between October 10 and 21, 2026. These elections are part of the country's local government electoral process, which aims to bring governance closer to the people.

To be eligible to run for sector or city mayor, a person must be a member of the sector or city council and have at least a university or secondary education qualification recognized by the relevant authorities. The minimum age requirement is 25 years for sector mayors and 35 years for city mayors. However, candidates with at least a secondary education qualification and five years of experience in leadership roles may also be eligible.

Candidates for sector or city mayor positions must be elected by the members of the sector or city council. The council consists of members elected by the local population, and the mayor and deputy mayors are chosen from among these members. The sector council comprises 17 members, including eight elected in general, five women elected by the sector and national women's council members, and four members representing special groups, including women, youth, people with disabilities, and the private sector.

To run for a position on the sector or city council, a person must be a Rwandan citizen, at least 21 years old, and have no legal impediments to running for office. Candidates must submit their nominations in writing, along with their CV, ID, and other required documents. Candidates who wish to run in a by-election must notify the sector authorities at least 24 hours in advance.

The NEC has emphasized that candidates must be Rwandan citizens with good behavior, not accused of any crimes, and have a clean record. They must also have the physical and mental ability to perform the duties of the office and not hold any incompatible positions. Certain positions, such as ministers, deputies, senators, judges, prosecutors, police officers, and military personnel, are incompatible with being a sector or city council member.

The NEC has outlined specific requirements for candidates, including not having been involved in any scandals or crimes, and not holding any positions that may conflict with their role as a council member. Candidates who hold incompatible positions must resign or obtain permission to run for office. If elected, they must relinquish their current position.
