The Rwandan cabinet has appointed Mukashyaka Claudette as the new Auditor General, effective October 26, 2026. She replaces Alexis Kamuhire, who has been in the position previously. The appointment was made during a cabinet meeting chaired by President Paul Kagame. Mukashyaka brings over 15 years of experience in internal auditing and four years in external auditing to her new role. Her background includes serving as the Chief Internal Auditor at I&M Bank Rwanda since 2021.
Mukashyaka has a strong educational foundation, holding a second-degree master's in economics from the University of Rwanda, where she graduated with first-class honors. She is also certified in ACCA and CPA, showcasing her expertise in accounting and auditing. Notably, Mukashyaka was ranked first in Rwanda and 31st globally in the ACCA's Advanced Audit & Assurance (AAA) exam. She was also selected for the second cohort of the Africa Future Leaders program, organized by the Central Bank of Egypt.
In addition to her professional achievements, Mukashyaka has held various leadership positions. She serves as the Vice President of the Institute of Internal Auditors in Rwanda, overseeing the private sector, and chairs the audit committee of the Parliamentary Council. Her experience also includes working within the Office of the Auditor General. These qualifications and experiences make her well-suited for her new role as Auditor General.
Alongside Mukashyaka's appointment, the cabinet also named Kubwimana Gratien as the Deputy Auditor General, replacing Habimana Patrick. Kubwimana previously served as the Director of Internal Audit, Projects, and Special Audits at the Ministry of Finance and Economic Planning, a position he held since 2024. Before that, he worked at the Rwanda Utilities Regulatory Authority (RURA), the Ministry of Finance and Economic Planning, and the former Kigali Institute of Science, Technology, and Innovation (KIST).
Kubwimana holds a third-degree master's in finance and a second-degree master's in business administration. He is a member of the Association of Chartered Certified Accountants (ACCA) and the Institute of Certified Public Accountants of Rwanda (ICPAR). These credentials, combined with his experience in various sectors, equip him for his new role as Deputy Auditor General.
The appointments of Mukashyaka and Kubwimana are part of a broader restructuring within the auditing sector in Rwanda. The changes aim to bring in fresh perspectives and expertise to enhance the efficiency and effectiveness of the Office of the Auditor General. With their combined experience and qualifications, Mukashyaka and Kubwimana are expected to contribute significantly to the country's auditing and financial oversight.
The new Auditor General and Deputy Auditor General will play crucial roles in ensuring transparency and accountability in Rwanda's public financial management. Their responsibilities will include conducting audits, providing financial oversight, and advising the government on financial matters.
