Pearl Bank Uganda, a government-owned financial institution rebranded to enhance its appeal to partners and customers, is seeking a Manager for Anti-Money Laundering (AML) Sanctions. The successful candidate will provide leadership and support to the Bank's AML, Combating Financing of Terrorism and Proliferation (CFT & CPF), and Sanctions Compliance program. The role involves ensuring the Bank's business and conduct comply with relevant laws, regulations, standards, codes, and rules. The position is based in Kampala, Uganda.

The Manager AML Sanctions will support the Head of Compliance in formulating strategic plans for the department and the Bank from an AML/CFT/CPF compliance perspective. This includes developing work plans and budgets for the department. The successful candidate will establish, operationalize, and regularly review the effectiveness of the Bank's AML/CFT/CPF Risk Management Framework in line with local and international laws and regulations. The framework aims to mitigate risks and ensure compliance with regulatory requirements.

The Manager AML Sanctions will deputize the Money Laundering Control Officer (MLCO) and ensure that all activities under the Bank's AML/CFT/CPF program are well established and effectively delivered. The successful candidate will provide leadership and guidance in the execution of day-to-day activities, support talent acquisition and development, and ensure compliance training and awareness programs are delivered effectively to all employees, agents, and identified user groups.

The Manager AML Sanctions will be responsible for conducting AML/CFT/CPF and Sanctions Risk Assessments in a timely manner, ensuring risks are appropriately rated and mitigated. The successful candidate will initiate updates to the AML/CFT/CPF and Sanctions policies and procedures annually or based on risk assessment results. The Manager AML Sanctions will also update management on emerging changes in the AML/CFT/CPF environment and ensure these changes are integrated into business processes.

The successful candidate will act as the Compliance Function's Risk Management Champion and prepare Compliance reports and dashboards for Management, relevant committees, the Board, and regulators. The Manager AML Sanctions will monitor changes in AML/CFT/CPF laws, regulations, sanctions regimes, and emerging typologies, translating them into required control changes. The role involves advising stakeholders on AML/CFT/CPF matters while maintaining Compliance independence and ensuring commercial activities remain within regulatory requirements and risk appetite.

To qualify for the position, candidates must have a Bachelor's degree in a relevant discipline, professional qualification or training in Risk management or Compliance, and at least five years of experience in Banking or financial consultancy services. A Master's degree or Membership of a professional body in a relevant field will be an added advantage. The successful candidate must have a proactive attitude, maintain the highest professional standards, and demonstrate initiative and confidence in day-to-day dealings with Management.
