Tafouk TV, a television channel of the Alliance of Sahel States (AES), has issued a call for expressions of interest to develop a technical manual for the use and maintenance of its equipment. The channel was created to promote regional integration, disseminate institutional information, and enhance the sovereignty of the AES member states. The manual aims to ensure optimal operation, maintenance, security, and availability of Tafouk TV's equipment.
The scope of the mission includes conducting a technical diagnosis of the installations, establishing an exhaustive inventory of equipment, analyzing technical and operational risks, and defining procedures for equipment operation and maintenance. The consultant will also develop procedures for preventive and corrective maintenance, define responsibilities and intervention levels, and establish tools for monitoring interventions and maintenance.
The technical manual should cover various aspects, including the final control and diffusion, production, playout, storage, and archiving, transmission, audiovisual studio and reporting equipment, audio equipment, computer infrastructure and networks, servers, NAS, and backup systems, cybersecurity, electrical installations, generators, and air conditioning. The manual should also include organizational aspects, such as the technical direction, functional organization chart, and responsibility distribution.
The consultant should be a multidisciplinary team with experience in television, broadcasting, or audiovisual media environments. The team should comprise at least a senior expert in audiovisual and broadcast engineering, an expert in maintenance and audiovisual systems, an expert in computer networks, systems, and cybersecurity, and an expert in energy, safety, and technical security.
The team leader should have a minimum of 10 years of professional experience, with experience in designing, operating, or maintaining television or audiovisual media infrastructures. The other experts should have at least 8 years of relevant experience in their respective fields. The team should collectively have significant experience in developing technical and maintenance manuals for comparable television channels or production centers.
The deadline for submitting expressions of interest was not specified. Interested consultants can review the call for expressions of interest on the website of the Nigerien government's communication agency, Le Sahel.
The development of the technical manual is crucial for Tafouk TV to ensure the optimal operation and maintenance of its equipment, which is essential for promoting regional integration and disseminating information to the public. The selection of a qualified consultant will play a significant role in achieving this goal.
