The Presidency of the Republic of Niger has detailed the content of the second strategic axis of President Abdourahamane Tiani's vision, which focuses on promoting good governance. This axis is a crucial part of the President's Refoundation Program for the Republic (PRR) 2025-2029. The program aims to transform the state and society, with a clear ambition to ensure transparent and inclusive governance.

The second axis of the PRR covers several areas, including administrative governance, political stability, access to justice, local governance, responsible citizenship, and the rule of law. The implementation of this axis is structured around four main components. These components aim to improve access to quality judicial services, promote transparency and professionalism, and strengthen the fight against corruption and abuse.

The first component focuses on establishing an independent and effective justice system. This involves developing initiatives to improve citizen access to judicial services, promoting transparency and professionalism, and strengthening the fight against corruption and abuse. The component also addresses security and social cohesion issues, including developing civil-military initiatives and approaches to prevent and mitigate radicalization and violent extremism.

The second component aims to modernize public services, simplify and digitalize procedures, and promote merit-based systems. This involves developing innovative mechanisms for managing public resources, simplifying administrative procedures, and strengthening control and accountability mechanisms. The goal is to make public services more efficient and responsive to citizens' needs.

The third component focuses on establishing an inclusive, sovereign, and transparent political system. This involves developing institutional models adapted to national realities, promoting citizen participation, and safeguarding fundamental national interests. The component also involves establishing fundamental texts, such as a constitution and electoral code, that reflect citizens' aspirations for national sovereignty.

The fourth component aims to promote national identity, patriotism, and responsible citizenship. This involves intensifying education on patriotism, civic engagement, and community leadership, as well as promoting cultural and historical heritage. The goal is to foster a sense of national unity and solidarity among citizens.

According to the Presidency, the promotion of good governance is a crucial aspect of national sovereignty, citizen trust, and endogenous development. The PRR aims to establish a more effective state, quality justice, and institutions that respond to national aspirations. Citizens are called upon to take ownership of the program's orientations to build a sovereign, united, and prosperous Niger.
