The President of Niger's Council Consultatif de la Refondation, Dr Mamoudou Harouna Djingarey, presided over the opening ceremony of the first extraordinary session of 2026 on October 5, 2026. The event took place at the former National Assembly building in Niamey, in the presence of members of the National Council for the Safeguard of the Country, government representatives, diplomats, and international organization officials accredited to Niger.

The session will examine pressing issues directly related to the daily lives of citizens, including the situation of the agricultural campaign and its consequences on food security and livestock. Specifically, the session will review the 2026 agricultural campaign, cereal stocks at the Office des Produits Vivriers du Niger, and the availability of agricultural inputs.

The President of the Council Consultatif de la Refondation emphasized that this session aims to gather information from competent authorities, understand real constraints, and identify areas for action and recommendations. He highlighted that the first concern is the food situation, with agriculture and livestock playing a crucial role in the economy and people's lives.

Dr Djingarey noted that any shortcomings in the agricultural campaign or pastoral difficulties can impact household incomes, market supplies, and social balance. He stressed that food sovereignty is a strategic issue, and several levers can help strengthen production capacity, including the program of large-scale irrigation and the development of off-season crops.

The President of the Council also emphasized that food sovereignty requires not only increased production but also good organization of storage, transport, distribution, and commercialization. He highlighted the need for anticipation to identify vulnerable areas, population and livestock needs, and state-mobilizable resources.

The session will also examine the issue of security stocks and the role of the Office des Produits Vivriers du Niger. The President of the Council urged participants to provide an assessment of the availability conditions and to identify areas for improvement.
