The National Assembly of Kenya has approved the appointment of Fatuma Ibrahim Ali as a non-Member Commissioner of the Parliamentary Service Commission (PSC). This approval was granted on October 7, 2026, following the consideration of her nomination and relevant parliamentary committee reports. Fatuma Ibrahim Ali, formerly the Wajir County Woman Representative, takes over the position previously held by Rachel Ameso, whose term has expired.

Fatuma Ibrahim Ali's appointment fills one of the two non-Member positions on the PSC reserved for individuals with experience in public affairs who are not serving Members of Parliament, as stipulated in Article 127(2)(d) of the Constitution. Her selection was based on a competitive process that attracted 75 eligible applicants. Out of these, twelve candidates were shortlisted and interviewed, with Fatuma emerging as the highest-scoring candidate.

The selection process involved a detailed assessment of the candidates' academic and professional qualifications, parliamentary experience, leadership abilities, and integrity. According to PSC Commissioner Patrick Makau, the Commission interviewed Fatuma on September 10, 2026, and assessed her qualifications, covering academic qualifications, relevant experience, understanding of Parliament and the Commission, leadership and management, and Chapter Six requirements on leadership and integrity.

The recruitment process also included public participation and verification of shortlisted candidates by relevant State agencies. Makau stated that Fatuma demonstrated attributes considered important for effective service as a Commissioner, including integrity, accountability, communication, and interpersonal skills. The vacancy had been advertised on August 14, 2026, through the Kenya Gazette, newspapers of national circulation, and the Parliament website.

Supporting the Motion, former legislator and PSC Commissioner Adan Keynan highlighted the importance of the Commission in supporting Parliament and its workforce. He argued that Fatuma's extensive experience in Parliament and public service would strengthen the Commission, pointing to her previous service as a Member of Parliament and Member of the East African Legislative Assembly.

Mandera West MP Yussuf Adan Haji also backed the appointment, citing Fatuma's experience across different areas of public service. He expressed confidence that the Commission had critically looked at all her qualifications. The Parliamentary Service Commission is established under Article 127 of the Constitution, with responsibilities including providing services and facilities that enable Parliament to effectively discharge its constitutional functions, managing parliamentary staff, and strengthening the independence and institutional capacity of Parliament.

The approval of Fatuma Ibrahim Ali's appointment brings to a close a process that began with the advertisement of the vacancy in August 2026. Her addition to the PSC is expected to enhance the Commission's capacity to support Parliament, given her vast experience in public service and Parliament. The PSC plays a crucial role in ensuring the effective functioning of Parliament, and Fatuma's appointment is seen as a positive step towards achieving this goal.
