President Yoweri Kaguta Museveni has urged residents of Sheema District and the wider Ankole sub-region to focus on generating income through productive agricultural enterprises. He emphasized that this approach is crucial for wealth creation and socioeconomic transformation. Museveni made these remarks on November 8, 2026, during a thanksgiving ceremony for Minister of Internal Affairs and Sheema County South MP, Professor Ephraim Kamuntu.

Museveni advised households to identify viable income-generating activities that suit their available resources, local conditions, and market opportunities. He warned against engaging in economic activities without a clear investment plan. The President suggested seven enterprises that households in the region could consider to improve their incomes: coffee growing, fruit farming, dairy farming, food crop production, poultry keeping, piggery, and fish farming.

The President also encouraged farmers to adopt the four-acre model through integrated farming. He stated that proper planning and effective utilization of available land could improve agricultural productivity, diversify household incomes, and strengthen economic security. Additionally, Museveni urged beneficiaries of the Parish Development Model (PDM) to invest government funds in productive ventures, citing success stories from Rubirizi and Butambala.

Museveni expressed optimism that the PDM program would achieve its objectives as more households outside the money economy embraced income-generating activities and made productive investments. On infrastructure, he outlined road projects planned for the Ankole sub-region, including the 92-kilometer Buzibwera-Kabwohe Road and the 99-kilometer Kabwohe-Mitooma Road. He also pledged to ensure the timely completion of the Ishaka-Bushenyi Road.

Deputy Speaker of Parliament Thomas Tayebwa commended the government for promoting industrialization and infrastructure development in the region. He cited the allocation of five square miles of land in Ruhengyere and road construction projects, including the Buzibwera road stretch, as interventions being pursued. Tayebwa also mentioned refugee settlement plans among the initiatives.

Minister of Internal Affairs, Professor Ephraim Kamuntu, reflected on his 65-year friendship with President Museveni, which dates back to their school days. He highlighted plans to strengthen Uganda's security institutions through modern technology, artificial intelligence, and enhanced forensic services. Kamuntu expressed confidence that adopting modern technologies would improve crime prevention, detection, and investigation.

During the event, President Museveni contributed Shs300 million towards the completion of St Peter's Cathedral Bweranyangi in neighboring Bushenyi District. The ceremony was held at Bugongi Town Council Playground in Sheema District. Key points from Museveni's address include: encouraging households to prioritize income generation through agricultural enterprises; promoting the four-acre model through integrated farming; and urging PDM beneficiaries to invest in productive ventures.
