The 15th UN Congress on Crime Prevention and Criminal Justice, held in Abu Dhabi from September 26 to October 1, 2026, highlighted Morocco's efforts in combating various forms of crime, including terrorism, cybercrime, and financial crimes. Ahmed Wali Alami, Secretary General of the Public Prosecutor's Office, participated in a session on "Combating and Preventing Crime, including Organized Crime and Terrorism in all its Forms and Manifestations." He emphasized Morocco's judicial approach, which combines judicial specialization, effective investigations, and prosecution, with a focus on protecting victims and combating criminal proceeds.
Alami stressed that Morocco's approach to combating human trafficking involves a comprehensive strategy with four integrated dimensions: prevention, protection, prosecution, and cooperation. He noted that the country has adopted a national plan to combat human trafficking and prevent it (2023-2030) and its strategic action plan, and has strengthened territorial coordination between judicial, security, and concerned institutions, as well as civil society. This aims to improve mechanisms for addressing this crime and protecting its victims.
In the field of counter-terrorism, Alami explained that Morocco's judicial response to new methods involves a national approach that combines security, judicial, prevention, rehabilitation, and reintegration aspects. He highlighted that the "Musalaha" program has reached its 20th cycle, benefiting over 436 individuals since its launch in 2017. Regarding financial crimes and corruption, Alami emphasized the importance of activating available mechanisms for dealing with serious reports related to bribery and strengthening coordination with specialized public prosecutors.
Alami underlined that combating financial crime requires a comprehensive approach, including tracking, freezing, seizing, and confiscating criminal proceeds. He noted that Morocco has joined regional networks specialized in asset recovery, including the Regional Network for Asset Recovery in the Middle East and North Africa. The country is also working to develop its national framework for collecting and managing seized and confiscated assets.
The Secretary General of the Public Prosecutor's Office highlighted the efforts of the National Authority for Integrity and Anti-Corruption, an independent constitutional institution. He emphasized that the Authority has adopted a strategy for 2025-2030, aiming to make a qualitative change in the field of corruption prevention and combating. This involves developing public policies, enhancing risk monitoring and analysis, and supporting coordination and information exchange between concerned institutions.
Alami emphasized that addressing corruption requires a comprehensive national system for integrity, based on coordination, anticipation, and integration of roles, as well as mobilization of various actors. He also discussed Morocco's efforts in combating cybercrime, noting that technology is no longer just a means of executing independent electronic crimes but is also used in fraud, money laundering, and human trafficking.
Morocco signed the UN Convention against Cybercrime in October 2025 and has since worked to integrate specific provisions related to this type of crime into its penal code. The country is also working to enhance the capabilities of judges and prosecutors in the field of cybercrime and electronic evidence, in cooperation with the UN Office on Drugs and Crime and the Council of Europe. Additionally, Morocco is committed to protecting the environment and combating environmental crimes, with 23,739 cases registered in 2025.
