Morocco's Decree 2.26.578, which came into effect on October 1, 2026, amends and complements Decree 2.23.350 issued on November 15, 2023. The decree relates to forms of state assistance for housing support and how it is granted to those purchasing homes for primary residence. The amendments, approved by the Government Council on September 10, 2026, were presented by Minister of State for Housing Adib Ben Ibrahim. The decree was signed by Prime Minister Aziz Akhannouch, along with Minister of National Land Planning, Urban Planning, Housing, and City Policy Fatima Zahra Mansouri, and Minister Delegate for Budget Fouzi Lekjaa. The changes do not affect the amounts of support or basic eligibility conditions.
The original decree has been modified to include procedures for lifting the official mortgage registered in favor of the state. The new decree also extends the deadline for concluding the final sale contract after the notary receives the support amount. These changes aim to streamline processes and make it easier for beneficiaries to access housing support.
One of the key changes is the introduction of a digital platform for submitting and tracking requests. Beneficiaries can now deposit requests through the platform, which will be studied within a maximum of 30 days. Once the conditions are verified, a certificate for lifting the mortgage will be issued. This replaces multiple paper-based procedures.
The deadline for concluding the final sale contract has been extended to 60 days after the notary receives the support amount. Previously, this deadline was 30 days, which was deemed insufficient in many cases. The changes also clarify that lifting the mortgage will only occur after verifying that conditions have been met.
The housing support program provides direct financial assistance of 100,000 dirhams for purchasing homes priced up to 300,000 dirhams and 70,000 dirhams for homes priced between 300,000 and 700,000 dirhams. Beneficiaries are required to use the home as their primary residence for five years and register a mortgage in favor of the state.
The decree's implementation is entrusted to the Minister of Housing and the Minister Delegate for Budget. With these changes, beneficiaries can now submit requests digitally, and notaries and new buyers have two months to finalize the sale after receiving the support.
