Morocco's healthcare sector is set to receive a significant boost with the allocation of 45.36 billion dirhams ($5 billion) for 2027. This represents a 3 billion dirham increase from the current year. The budget aims to improve the quality of healthcare services, reduce waiting times, and ensure continuity of care. Minister of Health and Social Protection, Youns Belkaji, presented the budget to the House of Representatives' Social Sectors Committee.
The new budget also includes the creation of 8,000 new jobs in the healthcare sector. Of these, 2,600 positions will be allocated to territorial health groups. The minister emphasized that restoring public trust in the healthcare system, particularly in public hospitals, is a top priority. This involves improving reception, care, and orientation, as well as reducing waiting times and ensuring continuity of care.
The healthcare reform is closely linked to the implementation of a universal social protection system, including mandatory basic health insurance. The goal is to provide effective access to healthcare, reduce financial burdens on families, and enhance social gains. The minister highlighted the importance of investing in human capital, improving working conditions, and stimulating healthcare professionals.
The investment budget for 2027 stands at 14.49 billion dirhams, with 6.14 billion dirhams allocated for building, renovating, and equipping hospital institutions. This represents a 61% increase compared to 2026. Additionally, investment grants for territorial health groups will rise to 1 billion dirhams to support regional healthcare needs and reduce territorial disparities.
Several major projects are planned, including the construction of a new university hospital center in Casablanca and the upgrading of regional hospital centers in Settat and Kenitra to university hospital centers. These projects aim to improve access to specialized care and provide training opportunities for medical students.
The minister emphasized that the success of healthcare reform depends on the availability of human resources, equipment, and necessary medications. He also stressed the importance of monitoring and evaluating the quality of care and its impact on patient outcomes. The healthcare sector's budget will be allocated to support these objectives.
The government has also allocated 2 billion dirhams to the Central Pharmacy's special account to ensure a stable supply of medications and support national production of strategic products. The ministry aims to strengthen the blood and blood derivatives system, enhancing Morocco's self-sufficiency and reducing reliance on external sources.
