The Moroccan government has initiated a national caravan to support small and medium-sized enterprises (SMEs) across the country's 12 regions. The caravan was launched in Salé, marking the beginning of a nationwide tour aimed at bringing solutions to SMEs. The initiative is part of the government's Plan for the Acceleration of Growth and Transformation of SMEs (Pacte TPME). This plan was designed to provide concrete and technical solutions to the challenges faced by SMEs.

The Pacte TPME was launched by the Ministry of Industry, Trade, Investment, and Economic Inclusion, in partnership with Maroc PME. The plan aims to improve the productivity of SMEs, which account for over 98% of Morocco's economic fabric. According to Anouar Alaoui Ismaili, Director General of Maroc PME, SMEs face significant constraints in a complex global context. The Pacte TPME seeks to address these challenges and support entrepreneurs throughout the development of their projects.

The national caravan aims to bring solutions to SMEs closer to their realities and needs. The initiative is aligned with Maroc PME's strategic plan, Orbit 2030, which aims to strengthen the resilience of the productive fabric and promote the emergence of a new generation of SMEs. These SMEs are expected to become key drivers of industrial sovereignty and value creation. The government's approach has shifted from providing general assistance to offering tailored support.

The Minister of Industry, Trade, Investment, and Economic Inclusion, Ryad Mezzour, emphasized that the government has refocused its approach to act as an "accelerator and orientor" for SMEs. The government aims to present opportunities to SMEs that match their activities, taking into account the complexity of their industrial environment. This approach seeks to encourage SMEs to adopt new technologies and develop their own brands, generating more value-added and enhancing their competitiveness.

Two key mechanisms have been established under the Pacte TPME. The first mechanism focuses on supporting the transmission of family-owned businesses, while the second provides proactive support to enterprises facing difficulties. The Pacte TPME offers an integrated and differentiated approach, structured around four axes: structuring, resilience, competitiveness, and growth. This approach aims to adapt support to the maturity level and needs of each enterprise.

The success of the Pacte TPME program will depend on its territorial deployment and the involvement of regional branches of the Confederation of Moroccan Enterprises (CGEM). According to Mohamed Bachiri, Vice-President of the CGEM, the development of SMEs, which account for over 70% of Morocco's declared employment, should be a top economic priority. The impact of the program should be evaluated based on its effectiveness in improving productivity and enabling supported enterprises to achieve growth.

The Pacte TPME is a result of the 2026-2030 contract-program concluded between the state and Maroc PME. The initiative aims to overcome the limitations of previous programs and provide a more comprehensive and tailored approach to supporting SMEs. The national caravan will tour the country's 12 regions, providing SMEs with access to information and support.
