The Vacoas Urban Terminal project in Mauritius has reached a new stage of development, with authorities preparing to launch an international tender. The project was initially launched in 2020, but the selected consortium, Laxmanbhai-Manser Saxon, withdrew due to disagreements with the authorities. The project aims to create a modern terminal with commercial spaces, offices, a food court, leisure facilities, and parking for nearly 1,000 vehicles.
The initial project included a vast food court, installations de loisirs, and spaces dedicated to buses and taxis. The cabinet Architects Studio was mandated to design the project, and plans and a model were presented to the public. However, the project was put on hold after the consortium's withdrawal. In February 2024, a Request for Proposals was launched to select a new promoter, but no contract was signed.
The government has since revised the concept and model of the Urban Terminals, taking into account the experience of the Victoria Urban Terminal in Port-Louis. The Victoria Urban Terminal, which was designed to accommodate street vendors, remains largely unoccupied. Authorities aim to create a more financially balanced project that meets the expectations of local traders and residents.
A new series of consultations has been conducted, including a meeting on July 22, 2026, attended by the minister, local deputies, and municipal representatives. The council was invited to consult with affected property owners and tenants to determine their needs. A technical committee has been established to finalize project requirements and prepare the new tender.
The project will be developed through a public-private partnership (PPP) under the Design, Build and Operate model. The selected promoter will be responsible for financing and conducting feasibility studies, preparing detailed plans, constructing and operating the terminal, and obtaining necessary regulatory approvals.
Environmental and traffic impact assessments remain to be completed. The Traffic Impact Assessment will be conducted once the final plans are established, and the promoter will be responsible for obtaining necessary permits from the Road Development Authority and Traffic Management and Road Safety Unit. An Environmental Impact Assessment (EIA) is also required, and the Ministry of Environment is expected to make a decision soon.
The Vacoas Urban Terminal project is part of a larger initiative to develop Urban Terminals in various cities across Mauritius, with the goal of reorganizing urban spaces, facilitating transportation, and revitalizing city centers. The project is expected to be rapidly profitable, and authorities hope to launch the new tender soon.
