The 20th forum of the Group of Francophone Central Bank Training Managers (GDFBCF) began on Tuesday, September 22, 2026, in Nouakchott, Mauritania. The event, hosted by the Mauritanian Central Bank, brings together high-level delegations from various central banks, including France, West African Economic and Monetary Union (BCEAO), Economic and Monetary Community of Central Africa (BEAC), Madagascar, Tunisia, and several other member banks. The forum's theme is "Training as a Strategic Lever for Prospective Management of Jobs and Skills."
Mauritanian Central Bank Governor, Mohamed Amin Ould Ould Dhebi, chaired the opening session, which was attended by French Ambassador to Mauritania and other dignitaries. The annual forum serves as a platform for exchanging best practices in human resources and banking training, discussing issues related to competency management, and planning for future jobs and career paths within central banks. This is the second time Mauritania has hosted the event.
In his opening speech, Governor Ould Dhebi emphasized that the forum's 20th edition demonstrates its continuity and the shared conviction among banking institutions that they can learn from each other and share experiences. He noted that central banks operate in an increasingly uncertain global environment, facing growing challenges and risks, including geopolitical tensions, technological changes, and cyber threats.
The governor highlighted that training and development are no longer just means to keep up with change but have become essential for responding to and preparing for future requirements. The goal is not only to transfer knowledge and technical skills but also to enhance analytical capabilities, foster critical thinking, and prepare competencies to address future jobs, challenges, and scenarios.
Amina Ali, Director-General of Strategy, Budget, and Human Resources at the Mauritanian Central Bank, noted that what started in 2004 as a bet among Francophone central bank training managers to exchange experiences has become an established institutional reality. She emphasized that training has become a strategic lever that anticipates future needs, determines required skills, and prepares competent individuals to meet future requirements.
Anselme Imbert, Director of the International Banking and Financial Institute and Chairman of the Group of Francophone Central Bank Training Managers, stated that the event is already a success, considering the record participation of 22 central banks representing 34 countries from three continents. He described the field of skills and human development as a dynamic process that evolves through continuous communication and exchange of experiences and insights among institutions and countries.
The forum will continue until September 24, 2026, and is expected to produce practical and concrete proposals to coordinate efforts and develop strategic and sustainable training programs that meet the aspirations and needs of member central banks. The event aims to promote solidarity and institutional cooperation among participants.
